 1        AN ACT regarding vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Finance Act is  amended  by  adding
 5    Section 5.595 as follows:

 6        (30 ILCS 105/5.595 new)
 7        Sec.    5.595.  The    Illinois    Professional   Golfers
 8    Association Foundation Junior Golf Fund.

 9        Section 10.  The Illinois  Vehicle  Code  is  amended  by
10    adding Section 3-663 as follows:

12        Sec.  3-663.  Illinois  Professional  Golfers Association
13    Foundation Junior Golf license plates.
14        (a)  The Secretary, upon receipt of all  applicable  fees
15    and   applications   made  in  the  form  prescribed  by  the
16    Secretary, may issue special registration  plates  designated
17    as   Illinois  Professional  Golfers  Association  Foundation
18    Junior Golf license plates.
19        The special plates issued under  this  Section  shall  be
20    affixed  only  to passenger vehicles of the first division or
21    motor vehicles of the second division weighing not more  than
22    8,000 pounds.
23        Plates  issued  under this Section shall expire according
24    to the multi-year procedure established by Section 3-414.1 of
25    this Code.
26        (b)  The design and color of the special plates shall  be
27    wholly  within  the discretion of the Secretary.  Appropriate
28    documentation,  as  determined  by   the   Secretary,   shall
29    accompany each application.

 1        (c)  An  applicant for the special plate shall be charged
 2    a  $40  fee  for  original  issuance  in  addition   to   the
 3    appropriate  registration  fee.   Of  this  fee, $25 shall be
 4    deposited into the Illinois Professional Golfers  Association
 5    Foundation  Junior  Golf Fund and $15 shall be deposited into
 6    the Secretary of State Special License Plate Fund, to be used
 7    by the Secretary to help defray the administrative processing
 8    costs.
 9        For each registration  renewal  period,  a  $40  fee,  in
10    addition  to  the  appropriate  registration  fee,  shall  be
11    charged.   Of  this  fee,  $38  shall  be  deposited into the
12    Illinois Professional Golfers Association  Foundation  Junior
13    Golf  Fund  and  $2  shall be deposited into the Secretary of
14    State Special License Plate Fund.
15        (d)  The  Illinois   Professional   Golfers   Association
16    Foundation  Junior  Golf Fund is created as a special fund in
17    the State treasury.  All moneys in the Illinois  Professional
18    Golfers  Association  Foundation  Junior  Golf  Fund shall be
19    paid, subject to appropriation by the  General  Assembly  and
20    approval   by  the  Secretary,  as  grants  to  the  Illinois
21    Professional   Golfers   Association   Foundation   to   help
22    Association members expose Illinois youngsters to the game of
23    golf.

24        Section 99.  Effective date.  This Act takes effect  upon
25    becoming law.
