SYNOPSIS AS INTRODUCED:
 
735 ILCS 5/7-103.113 new

    Amends the Code of Civil Procedure. Grants quick-take authority to the City of Morris for the purpose of extending the airport runway. Effective immediately.

1     AN ACT concerning land.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Code of Civil Procedure is amended by adding
5 Section 7-103.113 as follows:
 
6     (735 ILCS 5/7-103.113 new)
7     Sec. 7-103.113. Quick-take; City of Morris.
8 Quick-take proceedings under Section 7-103 may be used for a
9 period of 18 months after effective date of this amendatory Act
10 of the 93rd General Assembly for the purpose of airport runway
11 extension for the acquisition of the following property:
 
 
12 LEGAL DESCRIPTION PARCEL "L"- TRACT 1
 
13     That part of the Northwest Quarter of Section 22, Township
14 34 North, Range 7 East of the Third Principal Meridian
15 described as follows:
16     Commencing at the northwest corner of the Northwest Quarter
17 of said Section 22; thence North 89° 14' 55" East along the
18 north line of the Northwest Quarter of said Section 22 for a
19 distance of 444.42 feet for a place of beginning; thence
20 continuing North 89° 14' 55" East along the north line of the
21 Northwest Quarter of said Section 22 for a distance of 1510.13
22 feet; thence South 00° 00' 38" West for a distance of 1441.00
23 feet; thence North 89° 59' 22" West for a distance of 1510.00
24 feet; thence North 00° 00' 38" East for a distance of 1420.92
25 feet to the place of beginning, containing 49.604 acres more or
26 less, in Grundy Country, Illinois.

5     Commencing at the Northwest corner of the Northwest Quarter
6 of said Section 22; thence North 89° 14' 55" East along the
7 north line of the Northwest Quarter of said Section 22 for a
8 distance of 444.42 feet for a place of beginning; thence
9 continuing South 00° 00' 38" West for a distance of 1420.92
10 feet; thence North 89° 59' 22" West for a distance of 95.00
11 feet; thence North 00° 00' 38" East for a distance of 1419.66
12 feet, more or less, to a point on the north line of said
13 Northwest Quarter; thence North 89° 14' 55" East along said
14 north line for a distance of 95.00 feet to the place of
15 beginning, containing 3.098 acres, more or less, in Grundy

24 north line of the Northwest Quarter of said Section 22 for a
25 distance of 1954.55 feet for a place of beginning; thence
26 continuing North 89° 14' 55" East along the north line of the
27 Northwest Quarter of said Section 22 for a distance of 95.00
28 feet; thence South 00° 00' 38" West for a distance of 1442.26
29 feet; thence North 89° 59' 22" West for a distance of 95.00

4 AVIGATION EASEMENT 1:
 
5     The lateral transitional surface for Runway 18/36, said
6 transitional surface being an inclined plane with a slope of
7 Seven-to-One (7:1) (One foot of elevation for every seven feet
8 of horizontal distance) located directly above the said
9 transitional areas shown on the attached Exhibit "B" and which
10 inclined plane above Parcel L, Tract 1, is described as
11 follows:
 
12     The inclined plane which has an elevation of 617.36 feet
13 above mean sea level, approximately 59.8 feet above the
14 existing ground elevation at Point A, and which inclined plane
15 has an elevation of 603.79 feet above mean sea level,
16 approximately 46.1 feet above the existing ground elevation at
17 Point B, and which inclined plane has an elevation of 628.78
18 feet above mean sea level, approximately 72.6 feet above the
19 existing ground elevation at Point C, and which inclined plane
20 has an elevation of 615.21 feet above mean sea level,
21 approximately 59.4 feet above the existing ground elevation at
22 Point D.

4 above mean sea level, approximately 46.3 feet above the
5 existing ground elevation at Point E, and which inclined plane
6 has an elevation of 617.36 feet above mean sea level,
7 approximately 59.9 feet above the existing ground elevation at
8 Point F, and which inclined plane has an elevation of 615.21
9 feet above mean sea level, approximately 60.4 feet above the
10 existing ground elevation at Point G, and which inclined plane
11 has an elevation of 628.78 feet above mean sea level,
12 approximately 74.1 feet above the existing ground elevation at
13 Point H.
 
14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
