    Amends the Southern Illinois University Management Act. Provides that certain members of the Illinois Ethanol Research Advisory Board may designate other persons to serve on their behalf. Effective immediately.

1     AN ACT concerning higher education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Southern Illinois University Management Act
5 is amended by changing Section 6.6 as follows:
 
6     (110 ILCS 520/6.6)
7     Sec. 6.6. The Illinois Ethanol Research Advisory Board.
8     (a) There is established the Illinois Ethanol Research
9 Advisory Board (the "Advisory Board").
10     (b) The Advisory Board shall be composed of 13 members
11 including: the President of Southern Illinois University who
12 shall be Chairman; the Director of Commerce and Economic
13 Opportunity or his or her designee Community Affairs; the
14 Director of Agriculture or his or her designee; the President
15 of the Illinois Corn Growers Association or his or her
16 designee; the President of the National Corn Growers
17 Association or his or her designee; the President of the
18 Renewable Fuels Association or his or her designee; the Dean of
19 the College of Agricultural, Consumer, and Environmental
20 Science, University of Illinois at Champaign-Urbana or his or
21 her designee; and 6 at-large members appointed by the Governor
22 representing the ethanol industry, growers, suppliers, and
23 universities.
24     (c) The 6 at-large members shall serve a term of 4 years.
25 The Advisory Board shall meet at least annually or at the call
26 of the Chairman. At any time a majority of the Advisory Board
27 may petition the Chairman for a meeting of the Board. Seven
28 members of the Advisory Board shall constitute a quorum.
29     (d) The Advisory Board shall:
30         (1) Review the annual operating plans and budget of the
31     National Corn-to-Ethanol Research Pilot Plant.
32         (2) Advise on research and development priorities and

1     projects to be carried out at the Corn-to-Ethanol Research
2     Pilot Plant.
3         (3) Advise on policies and procedures regarding the
4     management and operation of the ethanol research pilot
5     plant. This may include contracts, project selection, and
6     personnel issues.
7         (4) Develop bylaws.
8         (5) Submit a final report to the Governor and General
9     Assembly outlining the progress and accomplishments made
10     during the year along with a financial report for the year.
11     (e) The Advisory Board established by this Section is a
12 continuation, as changed by the Section, of the Board
13 established under Section 8a of the Energy Conservation and
14 Coal Act and repealed by this amendatory Act of the 92nd
15 General Assembly.

17     Section 99. Effective date. This Act takes effect upon
18 becoming law.
