SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Emergency Medical Technicians' Trauma Center Fund. Provides for the issuance of EMT license plates to applicants licensed as emergency medical technicians by the Department of Public Health. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $40 and a fee of $27 for each renewal. Provides that $25 of the additional original issuance fee and $25 of the renewal fee shall be deposited into the Emergency Medical Technicians' Trauma Center Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that subject to appropriation by the General Assembly and approval by the Secretary of State, the Department of Public Health shall use all moneys in the Emergency Medical Technicians' Trauma Center Fund for grants to trauma centers.

1     AN ACT concerning vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.620 as follows:
 
6     (30 ILCS 105/5.620 new)
7     Sec. 5.620. The Emergency Medical Technicians' Trauma
8 Center Fund.
 
9     Section 10. The Illinois Vehicle Code is amended by adding
10 Section 3-663 as follows:
 
11     (625 ILCS 5/3-663 new)
12     Sec. 3-663. EMT license plates.
13     (a) The Secretary, upon receipt of an application made in
14 the form prescribed by the Secretary, may issue special
15 registration plates designated as EMT license plates to
16 applicants licensed as emergency medical technicians by the
17 Department of Public Health. The special plates issued under
18 this Section shall be affixed only to passenger vehicles of the
19 first division, motor vehicles of the second division weighing
20 not more than 8,000 pounds, and recreational vehicles as
21 defined in Section 1-169 of this Code. Plates issued under this
22 Section shall expire according to the multi-year procedure
23 established by Section 3-414.1 of this Code.
24     (b) The design and color of the plates is wholly within the
25 discretion of the Secretary. The Secretary may allow the plates
26 to be issued as vanity or personalized plates under Section
27 3-405.1 of the Code. The Secretary shall prescribe stickers or
28 decals as provided under Section 3-412 of this Code.
29     (c) An applicant for the special plate shall be charged a
30 $40 fee for original issuance in addition to the appropriate

1 registration fee. Of this additional fee, $25 shall be
2 deposited into the Emergency Medical Technicians' Trauma
3 Center Fund and $15 shall be deposited into the Secretary of
4 State Special License Plate Fund, to be used by the Secretary
5 to help defray the administrative processing costs.
6     For each registration renewal period, a $27 fee, in
7 addition to the appropriate registration fee, shall be charged.
8 Of this additional fee, $25 shall be deposited into the
9 Emergency Medical Technicians' Trauma Center Fund and $2 shall
10 be deposited into the Secretary of State Special License Plate
11 Fund.
12     (d) The Emergency Medical Technicians' Trauma Center Fund
13 is created as a special fund in the State treasury. The
14 Department of Public Health shall, subject to appropriation by
15 the General Assembly and approval by the Secretary, use all
16 moneys in the Emergency Medical Technicians' Trauma Center for
17 grants to trauma centers.
