    Amends various Acts relating to the governance of the public universities in Illinois. Provides that to be eligible for a partial tuition waiver, a child must be a natural, biological offspring or an adopted child or a stepchild of an eligible employee prior to his or her retirement. Requires the board of trustees of each university to offer 50% tuition waivers for undergraduate education to the children of persons receiving a retirement or disability retirement annuity under the Illinois Pension Code based on at least 20 years of service with one or more than one public university. Effective July 1, 2004.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 changing Section 7f as follows:
 
6     (110 ILCS 305/7f)   (from Ch. 144, par. 28f)
7     Sec. 7f. Partial tuition waivers.
8     (a) As used in this Section, "Illinois college or
9 university" means any of the following: the University of
10 Illinois, Southern Illinois University, Chicago State
11 University, Eastern Illinois University, Governors State
12 University, Illinois State University, Northeastern Illinois
13 University, Northern Illinois University, and Western Illinois
14 University.
15     (b) Each year the Board of Trustees of the University of
16 Illinois shall offer 50% tuition waivers for undergraduate
17 education at any campus under its governance or supervision to
18 the children of (1) employees of an Illinois college or
19 university who have been employed by any one or by more than
20 one Illinois college or university for an aggregate period of
21 at least 7 years or (2) persons receiving a retirement or
22 disability retirement annuity under the Illinois Pension Code
23 based on at least 20 years of service with one or more than one
24 Illinois college or university, including persons who already
25 are receiving such an annuity on the effective date of this
26 amendatory Act of the 93rd General Assembly. To be eligible to
27 receive a partial tuition waiver, the child of an employee of
28 an Illinois college or university (i) must be a natural,
29 biological offspring or an adopted child or a stepchild of an
30 eligible employee prior to his or her retirement, (ii) must be
31 under the age of 25 at the commencement of the academic year
32 during which the partial tuition waiver is to be effective, and

1 (iii) (ii) must qualify for admission to the University of
2 Illinois under the same admissions requirements, standards and
3 policies which the University of Illinois applies to applicants
4 for admission generally to its respective undergraduate
5 colleges and programs.
6     (c) Subject to the provisions and limitations of subsection
7 (b), an eligible applicant who has continued to maintain
8 satisfactory academic progress toward graduation may have his
9 or her partial tuition waiver renewed until the time as he or
10 she has expended 4 years of undergraduate partial tuition
11 waiver benefits under this Section.
12     (d) No partial tuition waiver offered or allocated to any
13 eligible applicant in accordance with the provisions of this
14 Section shall be charged against any tuition waiver limitation
15 established by the Illinois Board of Higher Education.
16     (e) The Board of Trustees shall prescribe rules and
17 regulations as are necessary to implement and administer the
18 provisions of this Section.

20     Section 10. The Southern Illinois University Management
21 Act is amended by changing Section 8f as follows:

17 Illinois, Southern Illinois University, Chicago State
18 University, Eastern Illinois University, Governors State
19 University, Illinois State University, Northeastern Illinois
20 University, Northern Illinois University, and Western Illinois
21 University.
22     (b) Each year the Board of Eastern Illinois University
23 shall offer 50% tuition waivers for undergraduate education at
24 any campus under its governance to the children of (1)
25 employees of an Illinois college or university who have been
26 employed by any one or by more than one Illinois college or
27 university for an aggregate period of at least 7 years or (2)
28 persons receiving a retirement or disability retirement
29 annuity under the Illinois Pension Code based on at least 20
30 years of service with one or more than one Illinois college or
31 university, including persons who already are receiving such an
32 annuity on the effective date of this amendatory Act of the
33 93rd General Assembly. To be eligible to receive a partial

16 waiver benefits under this Section.

18 eligible applicant in accordance with the provisions of this
19 Section shall be charged against any tuition waiver limitation

26 by changing Section 15-90 as follows:

7 aggregate period of at least 7 years or (2) persons receiving a
8 retirement or disability retirement annuity under the Illinois
9 Pension Code based on at least 20 years of service with one or
10 more than one Illinois college or university, including persons
11 who already are receiving such an annuity on the effective date
12 of this amendatory Act of the 93rd General Assembly. To be
13 eligible to receive a partial tuition waiver, the child of an
14 employee of an Illinois college or university (i) must be a

27     (b) Each year the Board of Northeastern Illinois University
28 shall offer 50% tuition waivers for undergraduate education at

32 university for an aggregate period of at least 7 years or (2)
33 persons receiving a retirement or disability retirement

23 eligible applicant in accordance with the provisions of this

9 by changing Section 35-90 as follows:

12     (a) As used in this Section, "Illinois college or
13 university" means any of the following: the University of
14 Illinois, Southern Illinois University, Chicago State
15 University, Eastern Illinois University, Governors State
16 University, Illinois State University, Northeastern Illinois
17 University, Northern Illinois University, and Western Illinois
18 University.
19     (b) Each year the Board of Western Illinois University
20 shall offer 50% tuition waivers for undergraduate education at
21 any campus under its governance to the children of (1)
22 employees of an Illinois college or university who have been
23 employed by any one or by more than one Illinois college or
24 university for an aggregate period of at least 7 years or (2)
25 persons receiving a retirement or disability retirement
26 annuity under the Illinois Pension Code based on at least 20
27 years of service with one or more than one Illinois college or
28 university, including persons who already are receiving such an
29 annuity on the effective date of this amendatory Act of the
30 93rd General Assembly. To be eligible to receive a partial

22     Section 99. Effective date. This Act takes effect on July
23 1, 2004.
