 1        AN ACT in relation to local government.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5. The Counties Code is amended by adding Section
 5    5-1106.1 as follows:

 6        (55 ILCS 5/5-1106.1 new)
 7        Sec.  5-1106.1.  Public  records;  Internet  access.  Any
 8    county  may  provide  electronic  access  to  public  records
 9    through the global information system known as the  Internet.
10    A  county  board  may establish a reasonable fee to cover the
11    operational expenses of  providing  that  electronic  access,
12    including, but not limited to, expenses for computer support,
13    conversion  of  records to an electronic format, maintenance,
14    enhancements, upgrades, and replacements.   The  fee  may  be
15    assessed  for  each inquiry or transaction or may be based on
16    actual connect time. The fee  must  be  paid  to  the  county
17    treasurer  and deposited into a fund designated as the County
18    Automation Fund.

19        Section 99.  Effective date. This Act takes  effect  upon
20    becoming law.
