 1        AN  ACT  concerning  the  economic  effects  of   illegal
 2    immigration.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5. The Illinois Economic  and  Fiscal  Commission
 6    Act is amended by adding Section 4.1 as follows:

 7        (25 ILCS 155/4.1 new)
 8        Sec.  4.1. Economic effects of illegal immigration; study
 9    and report.
10        (a)  The Commission must conduct a study and compile data
11    concerning the effects of illegal  immigration  on  both  the
12    public  and  private  economies  of  the  State  of Illinois.
13    Included in the study shall be analyses of economic  inflows,
14    such as tax revenues to the State, units of local government,
15    and  school  districts  and  increased income to providers of
16    housing and goods and services,  together  with  analyses  of
17    economic  outflows,  such  as  the  costs  of  medical  care,
18    education, and public safety and assistance. In addition, the
19    study  shall  include  analyses  of other economic effects of
20    illegal immigration deemed relevant by the Commission.
21        (b)  The Commission shall make its study and compile data
22    with respect to State fiscal years 2000, 2001, and 2002.
23        (c)  The Commission  shall  report  its  findings  and  a
24    summary  of its data to the Governor and the General Assembly
25    by January 1, 2004.
26        (d)  This Section is repealed on July 1, 2004.

27        Section 99.  Effective date.  This Act takes effect  upon
28    becoming law.
