| HOUSE RESOLUTION
|

| WHEREAS, The Illinois General Assembly created Local |
| 3 |
| School Councils at each Chicago school that have unique |
| 4 |
| authority to evaluate and hire the school's principal, to help |
| 5 |
| develop and approve a school improvement plan, and to help |
| 6 |
| develop and approve a school budget; and
|
| 7 |
| WHEREAS, Research indicates Local School Councils have |
| 8 |
| sustained a high level of active involvement in carrying out |
| 9 |
| legal obligations and in volunteering in the school; and
|
| 10 |
| WHEREAS, Research indicates that one key ingredient of |
| 11 |
| Chicago schools with substantially improved student |
| 12 |
| achievement is an effective Local School Council; and
|
| 13 |
| WHEREAS, Research indicates that Local School Councils |
| 14 |
| have made important direct contributions to increasing parent |
| 15 |
| and community involvement and increasing school safety; and
|
| 16 |
| WHEREAS, Chicago's Local School Councils are a national |
| 17 |
| model for grassroots democratic decision-making; and
|
| 18 |
| WHEREAS, The biannual election for Local School Councils |
| 19 |
| will take place on April 21 and April 22, 2004, and the |
| 20 |
| deadline for candidate applications is March 17, 2004; |
| 21 |
| therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 23 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 24 |
| commend Chicago Local School Council members for their |
| 25 |
| sustained hard work and exemplary accomplishments, which are |
| 26 |
| often unrecognized; and be it further
|
| 27 |
| RESOLVED, That we urge eligible parents, community |
| 28 |
| members, teachers, and students to run for their Local School |
