1 HOUSE RESOLUTION

2     WHEREAS, The Illinois State Board of Education in the last
3 four years has paid the lobbying firm of Barbour, Griffith, and
4 Rogers Inc. $974,300; and

5     WHEREAS, The Illinois State Board of Education currently
6 maintains a $240,000 lobbying contract with Barbour, Griffith,
7 and Rogers Inc.; and

8     WHEREAS, The Illinois State Board of Education has used
9 funds that were appropriated for educational purposes to pay
10 the contract and has failed to adequately justify these
11 expenses; and

12     WHEREAS, The funds could be better utilized educating the
13 students of Illinois; and

14     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16 do formally call on the Illinois State Board of Education to
17 cancel its lobbying contract with Barbour, Griffith, and Rogers
18 Inc.; and be it further

19     RESOLVED, That the Illinois State Board of Education
20 refrain from entering into future contracts for the purpose of
21 lobbying the federal or State government without the express
22 consent of the General Assembly through the regular budget
23 process; and be it further

24     RESOLVED, That suitable copies of this resolution be
25 delivered to the Chairman of the Illinois State Board of
26 Education and the Superintendent of Education.
