 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of the House of  Representatives  of
 3    the State of Illinois would like to congratulate Habilitative
 4    Systems  Inc.  on  the  occasion  of  its 25th anniversary of
 5    providing vital services to thousands of  Chicago's  neediest
 6    citizens; and

 7        WHEREAS,    Habilitative   Services'   programs   include
 8    residential  services  for  homeless  individuals,  community
 9    living alternatives for developmentally disabled and mentally
10    ill adults, substance  abuse  treatment,  pre-employment  and
11    employment   services   for   developmentally   disabled  and
12    economically disadvantaged adults, affordable senior housing,
13    and youth development programs; and

14        WHEREAS, At its peak in 1999, HSI served more than 10,000
15    persons annually in 52 programs at 27 sites on the west  side
16    of  Chicago;  following  the  tragedy  of September 11, 2001,
17    there were drastic cuts in social services, but with  radical
18    restructuring,  consolidation,  and  staff shifts, HSI served
19    over 7,000 persons in 49 programs at 22 sites; and

20        WHEREAS, In the last decade, annually, more than 400 jobs
21    have been generated by HSI; hundreds of social workers, fresh
22    out of college with no  experience,  have  been  trained  and
23    groomed at HSI for the social service field; and

24        WHEREAS,  Habilitative  Systems  is  the  first  minority
25    agency  in  Chicago  to  enjoy double accreditations from the
26    Commission on Accreditation of Rehabilitation Facilities  and
27    the  Council  on  Accreditation  of Services for Families and
28    Children, Inc.; and

29        WHEREAS, On November 1, 2003, HSI will present its annual
30    "Jazz with Pizzazz" fundraiser, which will feature a "Musical
31    Salute to Tom Joyner"; Mr. Joyner  and  HSI  share  a  common

 1    goal,  which  is  to  help  those  who  are  trying to better
 2    themselves; therefore, be it

 3        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 4    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 5    we congratulate Habilitative Services Inc. on the occasion of
 6    its 25th anniversary of providing vital services to thousands
 7    of Chicago's neediest citizens; and be it further

 8        RESOLVED, That a suitable  copy  of  this  resolution  be
 9    presented  to  the Board of Directors of Habilitative Systems
10    Inc. as an expression of our respect and esteem and with  our
11    best wishes for a successful 25th anniversary celebration.
