 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of the House of  Representatives  of
 3    the State of Illinois wish to congratulate James E. Sachay of
 4    Chicago  on being the recipient of the O'Hare Wings of Vision
 5    Award given by Chicago O'Hare International Airport; and

 6        WHEREAS, The O'Hare Wings of Vision Award is given  to  a
 7    person  who  has  provided  a significant contribution to the
 8    O'Hare Airport community, exemplified  in  years  of  sincere
 9    dedication  and  friendly willingness to be of service to all
10    at the airport; the recipient is considered to be an  example
11    to  all who work to make Chicago O'Hare International Airport
12    the finest in the world; and

13        WHEREAS, Mr. Sachay serves as an  Assistant  Commissioner
14    for  the  Department  of  Aviation,  City  of  Chicago; he is
15    married to Carole Ann Sachay and is the father of Caroline A.
16    Sachay and Steven J. Sachay; he served 4 years  in  the  U.S.
17    Navy and was discharged as petty officer first class; and

18        WHEREAS,    Mr.    Sachay   previously   worked   as   an
19    administrative assistant to a U.S. Congressman; as  Assistant
20    to  the  Commissioner  of  Aviation;  as  Director of Program
21    Evaluation with the Department of Housing, City  of  Chicago;
22    and   as   a   Labor  Standards  Analyst  with  the  Illinois
23    Development Authority; and

24        WHEREAS, In 1990, Mr. Sachay returned to  the  Department
25    of Aviation as an Assistant Commissioner, a position which he
26    still   holds   today;   as  Assistant  Commissioner,  he  is
27    responsible for the cargo operation at O'Hare; after 6 months
28    on the  job,  he  was  also  given  the  responsibilities  of
29    managing the interim international terminal 4 operations; and

30        WHEREAS, As Director of Cargo, Mr. Sachay was responsible
31    for  resolving  the  delay  in  the Cargo Signage Program; he

 1    developed a paper for a  "Chicagoland  Association  Affecting
 2    Air  Cargo Committee"; he discovered and pursued the need for
 3    a  "Cargo  Economic  Study";  as  manager  of   the   Interim
 4    International  Terminal  4,  he reduced the complaints of the
 5    tenants by 98 percent; and

 6        WHEREAS, In 1993, Mr. Sachay was assigned to  manage  the
 7    new  International  Terminal  5;  he  works  closely with the
 8    airlines, ground handling companies, gate control,  and  U.S.
 9    government  agencies to insure a safe and effective operation
10    of that terminal; Terminal 5 is noted as one of the  cleanest
11    and  well-run  international  terminals in the country, which
12    contributed to Chicago  O'Hare  International  Airport  being
13    chosen  by  the business International Travel Magazine as the
14    best airport in North America for several  years;  therefore,
15    be it

16        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
17    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
18    we  congratulate James E. Sachay on being named the recipient
19    of the O'Hare Wings of Vision Award; and be it further

20        RESOLVED, That a suitable  copy  of  this  resolution  be
21    presented  to  Mr. Sachay as an expression of our respect and
22    esteem.
