 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are honored to recognize milestone events in
 4    the lives of the citizens of the State of Illinois; and

 5        WHEREAS, It has come  to  our  attention  that  James  K.
 6    Heffernan  is  retiring from his duties as Deputy Director of
 7    Technical Services of Chicago's 9-1-1 Center; and

 8        WHEREAS, Born on March 7, 1953 to  Matthew  A.  Heffernan
 9    and  Kathleen D. Kenny, Mr. Heffernan graduated from St. John
10    Fisher School in 1967 and Mt. Carmel High School in 1971;  he
11    graduated  from St. Xavier University in 1982 with a bachelor
12    of arts degree in business administration; and

13        WHEREAS,  Mr.  Heffernan  was  initiated  into  Local  #9
14    I.B.E.W as a Journeyman Lineman in June of 1975; he began his
15    service with the City of Chicago Department  of  Streets  and
16    Sanitation  in  1971,  as  a  Cadet  with  the Chicago Police
17    Department in 1972, and as an Assistant  Telegraph  Repairman
18    with  the  Department  of  Streets and Sanitation, Fire Alarm
19    Section in 1975, where he was promoted to Telegraph Repairman
20    in 1976; and

21        WHEREAS, Mr. Heffernan served the Bureau  of  Electricity
22    Lineman   from  1977  to  1985,  where  he  was  promoted  to
23    Supervisor of Personnel Service; he served as  Superintendent
24    of  Police  and Fire Communications from 1988 to 1993; and in
25    July of 1993, he  was  promoted  to  Deputy  Commissioner  of
26    Electricity until July of 2000; and

27        WHEREAS,  Mr.  Heffernan  has  served  as Chairman of the
28    Chicago Emergency Telephone System Board since 1990, where he
29    oversees the design, construction, and financing of the 9-1-1
30    Center; and

31        WHEREAS,  Jim  Heffernan  will  retire  as  Director   of

 1    Technical  Services  for Chicago's 9-1-1 Center in June 2003;
 2    and

 3        WHEREAS, Mr. Heffernan has served on the South Side Irish
 4    Parade Committee for more than 20 years and is  a  member  of
 5    Mount  Carmel's Executive Board and Lay Council, where he was
 6    inducted into the Mount Carmel Hall of Fame; and

 7        WHEREAS,  James  Heffernan  married  the   former   Kathy
 8    McSweeney  on  August l4, 1976; they are the proud parents of
 9    Patrick and Daniel; therefore, be it

10        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
11    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12    we congratulate James K. Heffernan on his retirement from his
13    duties as Deputy Director of Technical Services of  Chicago's
14    9-1-1  Center,  and  we  wish  him  well in all of his future
15    endeavors; and be it further

16        RESOLVED, That a suitable  copy  of  this  resolution  be
17    presented  to  James  K.  Heffernan  as  an expression of our
18    esteem.
