 1                          HOUSE RESOLUTION

 2        WHEREAS, Assistant Majority  Leader  John  Philip  "Phil"
 3    Novak   represents  the  79th  Legislative  District  in  the
 4    Illinois House of Representatives; he was appointed and sworn
 5    into office on May 18, 1987; and

 6        WHEREAS, Representative  Novak  was  born  in  Berwyn  on
 7    February  15,  1946; he earned both a Bachelor's and Master's
 8    Degree from Eastern Illinois University; before  his  initial
 9    appointment  and  subsequent  re-elections  to  the  Illinois
10    House,  he  served  as Kankakee County Treasurer from 1982 to
11    1987; he also served as a village trustee  for  eight  years;
12    prior  to  his  career  in public service, he was employed as
13    Labor Relations Manager for both Manville Forest Products and
14    American Spring Wire, and as Assistant Personnel Director for
15    the Manteno Mental Health Center; and

16        WHEREAS, Representative Novak served in the United States
17    Army from 1966 to 1968 and was stationed in the Panama  Canal
18    Zone; and

19        WHEREAS,  Representative  Novak is serving his ninth term
20    in the Illinois House; he is a member of the Environment  and
21    Energy   Committee,  the  Public  Utilities  Committee,   the
22    Registration and Regulation Committee, the Veterans'  Affairs
23    Committee,  and  the Joint Committee on Administrative Rules;
24    he was also a prime author of Illinois' landmark  electricity
25    industry  deregulation  and restructuring law passed in 1997;
26    he has received many awards for his service to the State  and
27    his community; and

28        WHEREAS,  Representative  Novak  is  the  son of John and
29    Cordelia Novak; he is married to Rebecca; his son, Todd, is a
30    graduate of Illinois State University; he also has  an  older
31    brother, Richard; therefore, be it

 1        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 2    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
 3    we thank Representative John Philip "Phil" Novak for his hard
 4    work  and for the positive impact his years of commitment and
 5    support have had on the communities he has served; and be  it
 6    further

 7        RESOLVED,  That  a  suitable  copy  of this resolution be
 8    presented to Representative John Philip "Phil" Novak with our
 9    respect and esteem.
