HOUSE RESOLUTION

WHEREAS, Current Illinois law prohibits school districts from collecting equitable funds on a timely basis to cover the largest portion of school expenses which traditionally are the operational expenditures; and

WHEREAS, Less than fifty percent of school funding comes from State sources; and

WHEREAS, Residential structures can be built in a particular year, however, the full realization of the property taxes collected by the county and received by a particular school district could "lag" behind at least eighteen months; and

WHEREAS, When such structures are built the effect on local school districts is detrimental; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the school district should be able to request a certain amount of money upfront from the new home owner in a new subdivision to cover the cost of education services for their children who are enrolled or who will be enrolled in that school district for a period of one year.
