HOUSE JOINT RESOLUTION

 
2     WHEREAS, The State's objective is to establish an efficient
3 system of high quality public educational institutions and
4 services at the elementary and secondary school levels;
5 therefore, be it
 
6     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
8 SENATE CONCURRING HEREIN, that there is created the School Code
9 Review Committee consisting of one member of the House
10 appointed by the Speaker of the House, one member of the House
11 appointed by the Minority Leader of the House, one member of
12 the Senate appointed by the President of the Senate, one member
13 of the Senate appointed by the Minority Leader of the Senate,
14 and one member appointed by the Governor, all of whom shall be
15 appointed within 30 days after adoption of this resolution and
16 shall serve without compensation but shall be reimbursed for
17 their reasonable and necessary expenses from funds available
18 for that purpose; and be it further
 
19     RESOLVED, That the committee may meet at the call of the
20 Governor or by a vote of the majority of the members at any
21 time after the appointment of a majority of the members, shall
22 select 2 members as co-chairpersons, who must be from different
23 political parties, at its initial meeting, shall receive the
24 assistance of the State Board of Education, including the
25 provision of staff, subject to appropriation, shall undertake a
26 comprehensive and thorough review of every Article of the
27 School Code and related laws, rules, and regulations impacting
28 Illinois K-12 schools with the intent of eliminating
29 unnecessary and burdensome mandates on school districts,
30 increasing accountability and efficiency in schools, returning
31 control of school districts to locally elected school
32 officials, teachers, administrators, and parents, and
33 improving the educational performance of students, shall

1 solicit testimony from impacted groups, including but not
2 limited to teachers, school administrators, parents, and
3 members of the business community, and shall issue a report
4 detailing specific recommended changes to the School Code to
5 the General Assembly and the Governor on or before April 1,
6 2006; and that upon issuing its report the committee is
7 dissolved; and be it further
 
8     RESOLVED, That a suitable copy of this resolution be
9 delivered to the Governor.
