SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-20.3   from Ch. 122, par. 27-20.3
30 ILCS 805/8.28 new

    Amends the School Code. Provides that the required unit of instruction studying the events of the Nazi Holocaust shall be expanded to include the study of other events of genocide, including those in Ukraine, Bosnia, Rwanda, and Sudan. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

1     AN ACT concerning schools.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 27-20.3 as follows:
 
6     (105 ILCS 5/27-20.3)  (from Ch. 122, par. 27-20.3)
7     Sec. 27-20.3. Genocide study Holocaust Study. Every public
8 elementary school and high school shall include in its
9 curriculum a unit of instruction studying the events of
10 genocide across the globe. This unit of instruction shall
11 primarily include, but not be limited to, the Nazi atrocities
12 of 1933 to 1945, . This period in world history is known as the
13 Holocaust; the Famine-Genocide in Ukraine in 1932-1933; and
14 more recent acts of genocide in Bosnia, Rwanda, and Sudan ,
15 during which 6,000,000 Jews and millions of non-Jews were
16 exterminated. The studying of this material is a reaffirmation
17 of the commitment of free peoples from all nations to prevent
18 additional acts of genocide from occurring and a recognition
19 that these crimes have been perpetrated in modern times as well
20 as in the past. to never again permit the occurrence of another
21 Holocaust.
22     The State Superintendent of Education may prepare and make
23 available to all school boards instructional materials which
24 may be used as guidelines for development of a unit of
25 instruction under this Section; provided, however, that each
26 school board shall itself determine the minimum amount of
27 instruction time which shall qualify as a unit of instruction
28 satisfying the requirements of this Section.

30     Section 90. The State Mandates Act is amended by adding
31 Section 8.28 as follows:

1     (30 ILCS 805/8.28 new)
2     Sec. 8.28. Exempt mandate. Notwithstanding Sections 6 and 8
3 of this Act, no reimbursement by the State is required for the
4 implementation of any mandate created by this amendatory Act of
5 the 93rd General Assembly.
 
6     Section 99. Effective date. This Act takes effect upon
7 becoming law.
