SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-927 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to develop a program to make grants to local development organizations. Provides that under this program, a county or municipality may apply to the Department for a grant to be awarded to a local development organization in that county or municipality for the purpose of fostering local or regional economic development. Provides that these grants are subject to appropriation and sets forth the purposes for which the grants may be used. Authorizes the Department to make rules concerning the program. Effective on January 1, 2005.

1     AN ACT concerning economic development.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-927 as follows:
 
7     (20 ILCS 605/605-927 new)
8     Sec. 605-927. Grants to local economic development
9 organizations.
10     (a) The Department must develop a program to make grants to
11 local development organizations. Under this program, a county
12 or municipality may apply to the Department for a grant to be
13 awarded to a local development organization in that county or
14 municipality for the purpose of fostering local or regional
15 economic development.
16     (b) For purposes of this Section, "local development
17 organization" means a private or public entity organized for
18 the purpose of the economic development within a municipality,
19 county, or region of the State.
20     (c) All grant awards under this Section are subject to
21 appropriation and may be used for any of the following:
22         (1) expenses related to the start-up or expansion of a
23     local development organization;
24         (2) local or regional economic development planning
25     and related studies; and
26         (3) any other specific use authorized by Department
27     rule relating to the start-up or expansion of and economic
28     planning by a local economic development organization.
29     (d) The Department may adopt any rules necessary to
30     implement and operate this program.
 
31     Section 99. Effective date. This Act takes effect on
32 January 1, 2005.
