SYNOPSIS AS INTRODUCED:

New Act

Creates the College and University Electronic Textbook Act. Upon request, requires a publisher of a textbook that is adopted for instructional use at a college or university to furnish the college or university with an electronic version of the textbook if the textbook is for a literary subject or, for a textbook for a nonliterary subject, if the technology is available to convert the textbook directly to a format compatible with braille translation software. Provides that a publisher may not charge a price for this electronic version that exceeds the price it charges for the print or electronic media version of the textbook. Effective immediately.

A BILL FOR

AN ACT concerning higher education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the College and University Electronic Textbook Act.

Section 5. Definitions. As used in this Act:

"College or university" means a degree or certificate-granting public or private college, university, junior college, or community college located in this State.

"Textbook" includes a text published in electronic media that is used for instructional purposes.

Section 10. Electronic version of textbook required to be furnished. Upon request, a publisher of a textbook that is adopted for instructional use at a college or university shall furnish the college or university with an electronic version of the textbook if the textbook is for a literary subject or, for a textbook for a nonliterary subject, if the technology is available to convert the textbook directly to a format compatible with braille translation software. A publisher may not charge a price for this electronic version that exceeds the price it charges for the print or electronic media version of the textbook.

Section 99. Effective date. This Act takes effect upon becoming law.
