SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code and the State Finance Act. Provides for issuance of K-12 Education license plates, at an additional initial charge of $40 and an additional renewal charge of $27. Provides that $15 of the additional initial charge and $2 of the renewal charge shall go to the Secretary of State Special License Plate Fund. Provides that $25 of the initial and renewal charges shall be deposited into the K-12 Education Fund. Creates the K-12 Education Fund as a special fund in the State Treasury. Provides that all moneys in the K-12 Education Fund shall, subject to appropriation by the General Assembly and approval by the Secretary of State, be paid as grants to the individual school districts designated by each applicant.

1     AN ACT in regard to vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.620 as follows:
 
6     (30 ILCS 105/5.620 new)
7     Sec. 5.620. The K-12 Education Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-663 as follows:

11     Sec. 3-663. K-12 Education license plates.
12     (a) The Secretary, upon receipt of an application made in
13 the form prescribed by the Secretary, may issue special
14 registration plates designated as K-12 Education license
15 plates. The special plates issued under this Section shall be
16 affixed only to passenger vehicles of the first division and
17 motor vehicles of the second division weighing not more than
18 8,000 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21     (b) The design and color of the plates is wholly within the
22 discretion of the Secretary. The Secretary may allow the plates
23 to be issued as vanity or personalized plates under Section
24 3-405.1 of the Code. The Secretary shall prescribe stickers or
25 decals as provided under Section 3-412 of this Code.
26     (c) An applicant for the special plate shall be charged a
27 $40 fee for original issuance in addition to the appropriate
28 registration fee. Of this fee, $25 shall be deposited into the
29 K-12 Education Fund and $15 shall be deposited into the
30 Secretary of State Special License Plate Fund, to be used by

1 the Secretary to help defray the administrative processing
2 costs.
3     For each registration renewal period, a $27 fee, in
4 addition to the appropriate registration fee, shall be charged.
5 Of this fee, $25 shall be deposited into the K-12 Education
6 Fund and $2 shall be deposited into the Secretary of State
7 Special License Plate Fund.
8     (d) The K-12 Education Fund is created as a special fund in
9 the State treasury. All money in the K-12 Education Fund shall
10 be paid, subject to appropriation by the General Assembly and
11 approval by the Secretary, as grants to the individual school
12 districts designated by each applicant.
