 1        AN ACT in relation to the regulation of professions.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Barber, Cosmetology, Esthetics, and Nail
 5    Technology Act of 1985 is amended by changing Section 3-3  as
 6    follows:

 7        (225 ILCS 410/3-3) (from Ch. 111, par. 1703-3)
 8        (Section scheduled to be repealed on January 1, 2006)
 9        Sec.  3-3.   Licensure  as  a  cosmetologist  by a barber
10    school graduate; qualifications. A  person  is  qualified  to
11    receive a license as a cosmetologist if that person has filed
12    an  application on forms provided by the Department, has paid
13    the required fees, and:
14        a.  Is at least 16 years of age; and
15        b.  Has  a  certificate  of  graduation  from  a   school
16    providing  secondary  education, or the recognized equivalent
17    of such a certificate, or is beyond  the  age  of  compulsory
18    school attendance; and
19        c.  Has  graduated from a school of barbering approved by
20    the Department having completed 1500 hours in  the  study  of
21    barbering,  and  a  minimum  of  1000 additional hours in the
22    study of cosmetology extending over a period of no less  than
23    6  months  nor  more  than 2 years.  Time spent in such study
24    under the laws of another state or territory  of  the  United
25    States  or of a foreign country or province shall be credited
26    toward the period of study required by the provisions of this
27    paragraph; and
28        d.  Has  passed  an   examination   authorized   by   the
29    Department  to  determine  fitness  to receive a license as a
30    cosmetologist; and
31        e.  Has met any other requirements of this Act.
