SYNOPSIS AS INTRODUCED:

    Amends the Election Code. Provides that a registered voter who changes his or her residence at the same street address does not have to transfer voter registration.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing
5 Sections 4-8.03, 5-7.03, and 6-35.03 as follows:
 
6     (10 ILCS 5/4-8.03)  (from Ch. 46, par. 4-8.03)
7     Sec. 4-8.03. The State Board of Elections shall design a
8 registration record card which, except as otherwise provided in
9 this Section, shall be used in triplicate by all election
10 authorities in the State, except those election authorities
11 adopting a computer-based voter registration file authorized
12 under Section 4-33. The Board shall prescribe the form and
13 specifications, including but not limited to the weight of
14 paper, color and print of such cards. Such cards shall contain
15 boxes or spaces for the information required under Sections 4-8
16 and 4-21 of this Code; provided, that such cards shall also
17 contain a box or space for the applicant's social security
18 number, which shall be required to the extent allowed by law
19 but in no case shall the applicant provide fewer than the last
20 4 digits of the social security number, and a box for the
21 applicant's telephone number, if available.
22     Except for those election authorities adopting a
23 computer-based voter registration file authorized under
24 Section 4-33, the original and duplicate cards shall
25 respectively constitute the master file and precinct binder
26 registration records of the voter. A copy shall be given to the
27 applicant upon completion of his or her registration or
28 completed transfer of registration.
29     Whenever a voter moves to another precinct within the same
30 election jurisdiction or to another election jurisdiction in
31 the State, such voter may transfer his or her registration by
32 presenting his or her copy to the election authority or a

1 deputy registrar. If such voter is not in possession of or has
2 lost his or her copy, he or she may effect a transfer of
3 registration by executing an Affidavit of Cancellation of
4 Previous Registration. A voter who moves to a different
5 residence at the same street address as the residence at which
6 he or she is registered need not transfer that registration.
7     In the case of a transfer of registration to a new election
8 jurisdiction, the election authority shall transmit the
9 voter's copy or such affidavit to the election authority of the
10 voter's former election jurisdiction, which shall immediately
11 cause the transmission of the voter's previous registration
12 card to the voter's new election authority. No transfer of
13 registration to a new election jurisdiction shall be complete
14 until the voter's old election authority receives
15 notification.
16     Deputy registrars shall return all copies of registration
17 record cards or Affidavits of Cancellation of Previous
18 Registration to the election authority within 7 working days
19 after the receipt thereof, except that such copies or
20 Affidavits of Cancellation of Previous Registration received
21 by the deputy registrars between the 35th and 28th day
22 preceding an election shall be returned by the deputy
23 registrars to the election authority within 48 hours after
24 receipt. The deputy registrars shall return the copies or
25 Affidavits of Cancellation of Previous Registration received
26 by them on the 28th day preceding an election to the election
27 authority within 24 hours after receipt thereof.
