 1        AN ACT concerning the display of historical documents.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  1.  Short  title.  This  Act may be cited as the
 5    Historical Writings Display Act.

 6        Section  5.  Historical  writing   defined.   "Historical
 7    writing"  means a writing, proclamation, speech text, or some
 8    other  document   that   is   of   historical   or   cultural
 9    significance.    "Historic    writing"    includes,   without
10    limitation, the following:
11             (1)  the Magna Carta;
12             (2)  the Mayflower Compact;
13             (3)  the national motto;
14             (4)  the Declaration of Independence;
15             (6)  the United States Constitution;
16             (7)  the Illinois Constitution;
17             (8)  the national anthem;
18             (9)  the Pledge of Allegiance;
19             (10)  the   writings,   speeches,   documents,    or
20        proclamations  of  the  Founders or the Presidents of the
21        United States;
22             (11)  Court opinions;
23             (12)  Acts and  resolutions  of  the  United  States
24        Congress or of the Illinois  General Assembly; and
25             (13)  the Ten Commandments.

26        Section  10.  Display  by  local  governments.  A unit of
27    local government may allow an official of that unit of  local
28    government  to  read  or  post for public display in a public
29    building or at a public event all or part  of  an  historical
30    writing.  Nothing  in  this  Section is intended to limit the

 1    items that a unit of local government  may  place  on  public
 2    display.

 3        Section 15.  Display by schools. A school board may allow
 4    a  teacher  or  administrator of a school district to read or
 5    post for public display in a public  school  building,  in  a
 6    public  school  classroom, or at a public school event all or
 7    part of an historical writing. Nothing  in  this  Section  is
 8    intended  to limit the items that a school district may place
 9    on public display.

10        Section 97.  Severability.  The provisions  of  this  Act
11    are severable under Section 1.31 of the Statute on Statutes.
