 1        AN ACT concerning elections.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Election  Code  is  amended  by  adding
 5    Section 1A-20 as follows:

 6        (10 ILCS 5/1A-20 new)
 7        Sec.  1A-20. Late registration. Notwithstanding any other
 8    provision of this Code to the contrary, beginning January  1,
 9    2006,  an  election  authority  may  establish procedures, in
10    accordance  with  rules  adopted  by  the  State   Board   of
11    Elections,  for  the registration of voters during the period
12    from the close of registration for a primary or election  and
13    until  the  14th  day  before the primary or election. During
14    this period, an unregistered qualified elector  may  register
15    to  vote in person in the office or the election authority or
16    at a voter registration location specifically designated  for
17    this purpose by the election authority of the jurisdiction in
18    which  the applicant resides. A registered voter may submit a
19    change of address  form  during  this  period  as  well.  The
20    election  authority  shall  register  that  individual in the
21    manner provided by law.
22        The State Board of Elections shall adopt necessary  rules
23    for  election  authorities  in  the development of procedures
24    under this Section.
