 1        AN ACT regarding appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The following named sums, or so much thereof
 5    as may be necessary, respectively, are  appropriated  to  the
 6    Attorney General to meet the ordinary and contingent expenses
 7    of  the  following  division  of  the  Office of the Attorney
 8    General:

13    For State Contribution to Social Security.......    2,134,000
14    For Employees' Retirement Contributions

25        Section 10.  The sum of $1,050,000, or so much thereof as
26    is available for use by the Attorney General, is appropriated
27    to  the  Attorney  General  from  the  Illinois  Gaming   Law
28    Enforcement Fund for State law enforcement purposes.

29        Section 15.  The following named sums, or so much thereof
30    as  may be necessary, respectively, are appropriated from the

 1    Asbestos Abatement Fund to the Attorney General to  meet  the
 2    ordinary  and  contingent expenses of the Asbestos Litigation
 3    Division:

17        Section 20.  The amount of $3,500,000, or so much thereof
18    as may  be  necessary,  is  appropriated  from  the  Attorney
19    General   Court  Ordered  and  Voluntary  Compliance  Payment
20    Projects Fund to the Office of the Attorney General for  use,
21    subject  to  pertinent  court  order  or  agreement,  in  the
22    performance of any function pertaining to the exercise of the
23    duties   of   the   Attorney  General,  including  State  law
24    enforcement and public education.

25        Section 25.  The amount of $950,000, or so  much  thereof
26    as  may  be  necessary,  is  appropriated  from  the Illinois
27    Charity Bureau Fund to the Office of the Attorney General  to
28    enforce  the  provisions  of the Solicitation for Charity Act
29    and to gather and disseminate  information  about  charitable
30    trustees and organizations to the public.

31        Section 30.  The amount of $1,000,000, or so much thereof

 1    as  may  be necessary, is appropriated from the Whistleblower
 2    Reward and Protection Fund to  the  Office  of  the  Attorney
 3    General for State law enforcement purposes.

 4        Section  35.  The  amount of $300,000, or so much thereof
 5    as  may  be  necessary,  is  appropriated  from  the  Capital
 6    Litigation Trust Fund to the Attorney General  for  financial
 7    support under the Attorney General Act for the several county
 8    State's Attorneys outside of Cook County.

 9        Section  40.  The  amount of $450,000, or so much thereof
10    as  may  be  necessary,  is  appropriated  from  the  Tobacco
11    Settlement Recovery Fund to  the  Attorney  General  for  the
12    funding of a unit responsible for oversight, enforcement, and
13    implementation  of the Master Settlement Agreement entered in
14    the case of People of the State of Illinois v. Philip Morris,
15    et al.  (Circuit Court of Cook  County,  No.  96L13146),  for
16    enforcement of the Tobacco Product Manufacturers' Escrow Act,
17    and for handling remaining tobacco-related litigation.

18        Section 45.  The amount of $3,500,000, or so much thereof
19    as  may  be  necessary,  is  appropriated  from  the Attorney
20    General's State Projects and Court Ordered Distribution  Fund
21    to   the   Attorney   General   for  payment  of  interagency
22    agreements, for court-ordered distributions to third parties,
23    and, subject to pertinent court order, for performance of any
24    function pertaining to the exercise  of  the  duties  of  the
25    Attorney  General, including State law enforcement and public
26    education.

27        Section 50.  The amount of $250,000, or so  much  thereof
28    as  may  be  necessary,  is  appropriated  from  the Attorney
29    General's Grant Fund to the Office of the Attorney General to
30    be expended in accordance with the terms and conditions  upon

 1    which those funds were received.

 2        Section  55.  The  following  named  amounts,  or so much
 3    thereof as may be necessary, respectively,  for  the  objects
 4    and  purposes  named in this Section, are appropriated to the
 5    Attorney General to meet the ordinary and contingent expenses
 6    of the Attorney General:

12    For State Contribution to Social Security.......       59,000

17        Crime Victims Services Division.............      130,000
18    For Operational Expenses,
19        Automated Victim Notification System........      800,000
20    For Awards and Grants under the Violent
21        Crime Victims Assistance Act................    6,800,000

23        Section 60.  The amount of $200,000, or so  much  thereof
24    as  may  be necessary, is appropriated from the Child Support
25    Administrative Fund to the Office of the Attorney General for
26    child support enforcement purposes.

27        Section 65.  The amount of $3,000,000, or so much thereof
28    as may  be  necessary,  is  appropriated  from  the  Attorney
29    General  Federal  Grant  Fund  to  the Office of the Attorney
30    General for funding for federal grants.

 1        Section 70.  The amount of $250,000, or so  much  thereof
 2    as  may  be  necessary, is appropriated from the Sex Offender
 3    Management Board Fund to the Sex  Offender  Management  Board
 4    for  the  purposes  of  planning,  research,  and operations.
 5    Funding received from private sources is to  be  expended  in
 6    accordance  with  the  terms  and  conditions placed upon the
 7    funding.

 8        Section 75.  The amount of $50,000, or so much thereof as
 9    may be necessary, is appropriated from  the  Statewide  Grand
10    Jury  Prosecution  Fund to the Office of the Attorney General
11    for expenses incurred in criminal prosecutions arising  under
12    the Statewide Grand Jury Act.

13        Section  99.   Effective  date.  This Act takes effect on
14    July 1, 2003.
