 1        AN ACT in relation to veterans.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The Veterans' Employment Representative Act
 5    is amended by changing Section 1 as follows:

 6        (330 ILCS 50/1) (from Ch. 48, par. 186a)
 7        Sec. 1.  Veteran  services;  representative.   Each  full
 8    service  office  of the Job Service shall assign at least one
 9    full time Veterans'  Employment  Representative,  defined  by
10    title   and   classification  under  the  Personnel  Code  of
11    Illinois, to work exclusively in  job  counseling,  training,
12    and  placement  of  veterans.  Preference for these positions
13    shall be given to qualified persons who have been members  of
14    the armed forces of the United States in times of hostilities
15    with  a  foreign  country.  Any candidate for these positions
16    shall  be  deemed  to  have  met  and  satisfied  examination
17    admission requirements if the candidate served in  the  armed
18    forces during times of hostilities with a foreign country and
19    was  honorably  discharged  therefrom due to a combat-related
20    disability. The holder of  one  of  these  positions  such  a
21    position  shall  be administratively responsible to the local
22    office manager, and his or her first line  responsibility  is
23    functional  supervision  of  all  local  office  services  to
24    veterans.   He  or she may also be delegated line supervision
25    of  veteran  units,  assistant  local  veterans'   employment
26    representative,  or  veteran  aid.   Individualized veterans'
27    services  such  as  application   taking,   counseling,   job
28    referral,  or  training  will  continue  to  be  provided  to
29    veterans on a priority basis by all local office staff.
