 1        AN ACT in relation to vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    changing Section 3-421 as follows:

 6        (625 ILCS 5/3-421) (from Ch. 95 1/2, par. 3-421)
 7        Sec. 3-421. Right of reassignment.
 8        (a)  Every  natural  person  has  shall have the right of
 9    reassignment of the license number issued to him  during  the
10    current registration plate term, for the ensuing registration
11    plate  term,  provided  his  application  for reassignment is
12    received in the Office of the Secretary of State on or before
13    September 30 of the final year of the registration plate term
14    as to a vehicle registered on a  calendar  year,  and  on  or
15    before  March 31 as to a vehicle registered on a fiscal year.
16    The right of reassignment shall apply to every natural person
17    under  the  staggered  registration   system   provided   the
18    application for reassignment is received in the Office of the
19    Secretary  of  State  by the 1st day of the month immediately
20    preceding the applicant's month of expiration.
21        In addition, every natural person shall have the right of
22    reassignment of the  license  number  issued  to  him  for  a
23    two-year  registration,  for  the  ensuing  two-year  period.
24    Where  the  two-year  period  is  for two calendar years, the
25    application  for  reassignment  must  be  received   by   the
26    Secretary  of  State  on or before September 30th of the year
27    preceding commencement of the  two-year  period.   Where  the
28    two-year period is for two fiscal years commencing on July 1,
29    the  application  for  reassignment  must  be received by the
30    Secretary of  State  on  or  before  April  30th  immediately
31    preceding commencement of the two-year period.

 1        (b)  Notwithstanding  the  above provision, the Secretary
 2    of  State  shall,  subject   to   the   existing   right   of
 3    reassignment,  have  the  authority to designate new specific
 4    combinations    of    numerical,     alpha-numerical,     and
 5    numerical-alpha   licenses   for  vehicles  registered  on  a
 6    calendar year or on a fiscal year,  whether  the  license  be
 7    issued  for  one  or  more  years.   The  new combinations so
 8    specified shall not be subject to the right of  reassignment,
 9    and  no  right of reassignment thereto may at any future time
10    be acquired.
