 1        AN ACT in relation to vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The State Finance Act is  amended  by  adding
 5    Section 5.596 as follows:

 6        (30 ILCS 105/5.596 new)
 7        Sec. 5.596.  The Submarine Veterans Fund.

 8        Section  10.  The  Illinois  Vehicle  Code  is amended by
 9    adding Section 3.663 as follows:

11        Sec. 3-663.  Submarine  Veterans  of  the  United  States
12    license plates.
13        (a)  In  addition to any other special license plate, the
14    Secretary,  upon  receipt  of   all   applicable   fees   and
15    applications  made in the form prescribed by the Secretary of
16    State, may issue special registration  plates  designated  as
17    Submarine  Veterans  of  the  United States license plates to
18    residents  of  Illinois  who  meet  eligibility  requirements
19    prescribed by the Secretary  of  State.   The  special  plate
20    issued  under this Section shall be affixed only to passenger
21    vehicles of the first division, motorcycles,  motor  vehicles
22    of  the  second division weighing not more than 8,000 pounds,
23    and recreational vehicles as defined by Section 1-169 of this
24    Code.   Plates  issued  under  this  Section   shall   expire
25    according  to  the staggered multi-year procedure established
26    by Section 3-414.1 of this Code.
27        (b)  The design, color, and format of the plates shall be
28    wholly within the  discretion  of  the  Secretary  of  State,
29    except that the words "United States Submarine Veteran" shall

 1    appear  on  the  plates  and  the  U. S. Submarine Seal shall
 2    appear in the upper right  and  upper  left  corners  of  the
 3    plates.    The Secretary may, in his or her discretion, allow
 4    the plates to be issued as vanity or personalized  plates  in
 5    accordance with Section 3-405.1 of this Code.  The plates are
 6    not required to designate "Land Of Lincoln", as prescribed in
 7    subsection  (b) of Section 3-412 of this Code.  The Secretary
 8    shall prescribe the eligibility requirements and, in  his  or
 9    her  discretion,  shall  approve  and  prescribe  stickers or
10    decals as provided under Section 3-412.
11        (c)  An applicant shall be charged a $25 fee for original
12    issuance in addition to the applicable registration fee.   Of
13    this  additional  fee,  $15    shall  be  deposited  into the
14    Secretary of State Special License Plate Fund and  $10  shall
15    be  deposited  into  the  Submarine  Veterans Fund.  For each
16    registration renewal period, a $25 fee, in  addition  to  the
17    appropriate  registration  fee,  shall  be  charged.  Of this
18    additional fee, $2 shall be deposited into the  Secretary  of
19    State  Special  License Plate Fund and $23 shall be deposited
20    into the Submarine Veterans Fund.
21        (d)  The Submarine Veterans Fund is created as a  special
22    fund  in  the  State  treasury.   All moneys in the Submarine
23    Veterans Fund shall, subject to appropriation by the  General
24    Assembly  and approval by the Secretary, be paid as grants to
25    the United States Submarine Veterans Inc.
