 1        AN ACT concerning professional regulation.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois Athletic Trainers Practice Act
 5    is amended by changing Section 3 as follows:

 6        (225 ILCS 5/3) (from Ch. 111, par. 7603)
 7        Sec. 3.  Definitions.  As used in this Act:
 8        (1)  "Department" means the  Department  of  Professional
 9    Regulation.
10        (2)  "Director"   means   the  Director  of  Professional
11    Regulation.
12        (3)  "Board"  means  the  Illinois  Board   of   Athletic
13    Trainers appointed by the Director.
14        (4)  "Licensed  athletic trainer" means a person licensed
15    to practice athletic training under as defined  in  this  Act
16    and  with  the specific qualifications set forth in Section 9
17    of this Act  who,  upon  the  direction  and  referral  of  a
18    physician  licensed under the Medical Practice Act of 1987 or
19    a physician licensed under the Podiatric Medical Practice Act
20    of 1987 limited to issues of the foot and ankle, carries  out
21    the   practice   of   prevention,   recognition,  evaluation,
22    management,    treatment,    disposition,    and     athletic
23    rehabilitation.  of  his  or her team physician or consulting
24    physician, carries out the practice  of  prevention/emergency
25    care  or  physical  reconditioning  of  injuries  incurred by
26    athletes participating in an athletic program conducted by an
27    educational institution, professional athletic  organization,
28    or  sanctioned  amateur  athletic  organization employing the
29    athletic trainer; or a person who, under the direction  of  a
30    physician,  carries  out  comparable  functions  for a health
31    organization-based extramural program  of  athletic  training

 1    services  for  athletes.  Specific  duties  of  the  athletic
 2    trainer include but are not limited to:
 3             A.  supervision   of  the  selection,  fitting,  and
 4        maintenance of protective equipment;
 5             B.  provision of assistance to the coaching staff in
 6        the  development  and  implementation   of   conditioning
 7        programs;
 8             C.  counseling of athletes on nutrition and hygiene;
 9             D.  supervision  of  athletic  training facility and
10        inspection of playing facilities;
11             E.  selection and maintenance of  athletic  training
12        equipment and supplies;
13             F.  instruction  and  supervision of student trainer
14        staff;
15             G.  coordination with a team physician to provide:
16                  (i)  pre-competition physical exam  and  health
17             history updates,
18                  (ii)  game   coverage  or  phone  access  to  a
19             physician or paramedic,
20                  (iii)  follow-up injury care,
21                  (iv)  athletic        rehabilitation        and
22             reconditioning programs, and
23                  (v)  assistance on all  matters  pertaining  to
24             the health and well-being of athletes; .
25             H.  provision  of on-site injury care and evaluation
26        as  well   as   appropriate   transportation,   follow-up
27        treatment   and   rehabilitation  as  necessary  for  all
28        injuries sustained by athletes in the program;
29             I.  with  a  physician,  determination  of  when  an
30        athlete  may  safely   return   to   full   participation
31        post-injury; and
32             J.  maintenance  of complete and accurate records of
33        all athletic injuries and treatments rendered.
34        To carry out these  functions  the  athletic  trainer  is

 1    authorized  to  utilize modalities including, but not limited
 2    to, such as heat, light, sound, cold, electricity,  exercise,
 3    therapeutic   massage,   mobilization,   or   mechanical  and
 4    protective devices related to  treatment  and  rehabilitation
 5    care and reconditioning.
 6        (5)  "Referral"  means  the  guidance and or direction to
 7    the athletic  trainer  given  by  the  physician,  who  shall
 8    maintain supervision of the athlete.
 9        (6)  "Athlete"  means  an  individual who participates in
10    sports, athletic competitions or practices, athletic  fitness
11    training,  athletic  conditioning,  or  athletic recreational
12    activities, as determined by a physician.
