 1        AN ACT concerning public funds.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  1.  Short  title.  This  Act may be cited as the
 5    Accountability for the Investment of Public Funds Act.

 6        Section 5. Definitions. As used in this Act:
 7        "Public funds" means  current  operating  funds,  special
 8    funds,  interest  and sinking funds, and funds of any kind or
 9    character belonging to or in the custody of any State agency.
10        "State agency"  means  those  entities  included  in  the
11    definition of "State agencies" in the Illinois State Auditing
12    Act.

13        Section  10.  Online information concerning investment of
14    public funds.  Each State agency shall make available on  the
15    Internet,  and  update  at  least  monthly by the 15th of the
16    month, sufficient information concerning  the  investment  of
17    any  public  funds  held by that State agency to identify the
18    following:
19             (1) the amount of funds held by that agency  on  the
20        last  day  of  the  preceding  month or the average daily
21        balance for the preceding month;
22             (2) the total monthly investment  income  and  yield
23        for all funds invested by that agency;
24             (3)  the asset allocation of the investments made by
25        that agency; and
26             (4) a complete listing of  all  approved  depository
27        institutions,     commercial     paper    issuers,    and
28        broker-dealers approved to do business with that agency.

29        Section 15.  Information exempt from posting requirement.

 1    Nothing in this Act shall require  a  State  agency  to  make
 2    information  available  on  the  Internet that is exempt from
 3    inspection and copying under the Freedom of Information Act.
