 1        AN ACT concerning education.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5. The School Code is amended by  adding  Section
 5    22-26.5 as follows:

 6        (105 ILCS 5/22-26.5 new)
 7        Sec.   22-26.5.  Small  Schools  Task  Force.  The  Small
 8    Schools Task Force is created to study the  effectiveness  of
 9    schools  with  a  population  of under 400 students. The Task
10    Force shall consist of the following members:
11             (1)  The State Superintendent of Education or his or
12        her designee.
13             (2)  Two members of  the  House  of  Representatives
14        appointed by the Speaker of the House.
15             (3)  Two  members  of  the  House of Representatives
16        appointed by the Minority Leader of the House.
17             (4)  Two members of  the  Senate  appointed  by  the
18        President of the Senate.
19             (5)  Two  members  of  the  Senate  appointed by the
20        Minority Leader of the Senate.
21             (6)  One teacher who is a  member  of  the  Illinois
22        Education    Association,    appointed   by   the   State
23        Superintendent of Education.
24             (7)  One teacher who is a  member  of  the  Illinois
25        Federation   of   Teachers,   appointed   by   the  State
26        Superintendent of Education.
27             (8)  One member of  the  Illinois  Statewide  School
28        Management    Alliance,    appointed    by    the   State
29        Superintendent of Education.
30             (9)  One member appointed by the  Chicago  Board  of
31        Education.

 1        The  members  of  the  Task  Force  shall  serve  without
 2    compensation but shall be reimbursed for their reasonable and
 3    necessary  expenses from funds appropriated for that purpose.
 4    The Task Force shall meet initially at the call of the  State
 5    Superintendent  of  Education,  shall  select  one  member as
 6    chairperson at its initial meeting, and shall thereafter meet
 7    at the call of the chairperson. The Task Force shall  receive
 8    the  assistance of staff of the State Board of Education. The
 9    Task Force shall report its  results  on  the  study  to  the
10    General Assembly before January 1, 2004.

11        Section  99.  Effective  date. This Act takes effect upon
12    becoming law.
