 1        AN ACT relating to higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The University of Illinois Act is amended by
 5    changing Section 7f as follows:

 6        (110 ILCS 305/7f) (from Ch. 144, par. 28f)
 7        Sec. 7f.  Full tuition discount Partial tuition waivers.
 8        (a)  As  used  in  this  Section,  "Illinois  college  or
 9    university" means any of the following:   the  University  of
10    Illinois,   Southern   Illinois   University,  Chicago  State
11    University,  Eastern  Illinois  University,  Governors  State
12    University, Illinois State University, Northeastern  Illinois
13    University,   Northern   Illinois   University,  and  Western
14    Illinois University.
15        (b)  Each year the Board of Trustees of the University of
16    Illinois shall  offer  100%  tuition  discounts  50%  tuition
17    waivers  for  undergraduate education at any campus under its
18    governance or  supervision  to  the  children,  spouses,  and
19    domestic  partners of employees, including retired employees,
20    of an Illinois college or university who have  been  employed
21    by any one or by more than one Illinois college or university
22    for  an  aggregate  period  of  at  least  7 years. "Domestic
23    partner" means 2 individuals of the same gender who (1)  live
24    together  in a long-term relationship of indefinite duration;
25    (2) have resided together at the same address for at least 12
26    months; (3) are not related by blood to a degree of closeness
27    that would prohibit legal marriage in the state in which they
28    legally reside; (4) are not married to any other person;  and
29    (5)  have  an exclusive mutual commitment in which they agree
30    to be jointly responsible for each other's common welfare and
31    to share financial obligations. "Retired  employee"  means  a

 1    person   receiving  a  retirement  or  disability  retirement
 2    annuity under the Illinois Pension Code based on at  least  7
 3    years  of  service with one or more than one Illinois college
 4    or university, including a person who  already  is  receiving
 5    such  an annuity on the effective date of this amendatory Act
 6    of the 93rd General Assembly.
 7        To be eligible to receive a full tuition discount partial
 8    tuition waiver,  the  person  child  of  an  employee  of  an
 9    Illinois  college or university (i) if a child, must be under
10    the age of 25 at the commencement of the academic year during
11    which the full tuition discount partial tuition waiver is  to
12    be  effective,  and  (ii)  must  qualify for admission to the
13    University   of   Illinois   under   the   same    admissions
14    requirements,  standards and policies which the University of
15    Illinois applies to applicants for admission generally to its
16    respective undergraduate colleges and programs.
17        (c)  Subject  to  the  provisions  and   limitations   of
18    subsection  (b),  an  eligible applicant who has continued to
19    maintain satisfactory academic progress toward graduation may
20    have his or her full tuition discount partial tuition  waiver
21    renewed  until  the time as he or she has expended 4 years of
22    undergraduate full tuition discount  partial  tuition  waiver
23    benefits under this Section.
24        (d)  No  full  tuition  discount  partial  tuition waiver
25    offered or allocated to any eligible applicant in  accordance
26    with  the provisions of this Section shall be charged against
27    any tuition waiver limitation  established  by  the  Illinois
28    Board of Higher Education.
29        (e)  The  Board  of  Trustees  shall  prescribe rules and
30    regulations as are necessary to implement and administer  the
31    provisions of this Section.

33        Section  10.  The Southern Illinois University Management

27        Section  15.  The Chicago State University Law is amended
28    by changing Section 5-90 as follows:

29        (110 ILCS 660/5-90)
30        Sec.  5-90.  Full  tuition   discount   Partial   tuition
31    waivers.
32        (a)  As  used  in  this  Section,  "Illinois  college  or

 2    Illinois,  Southern  Illinois   University,   Chicago   State
 3    University,  Eastern  Illinois  University,  Governors  State

 6    Illinois University.
 7        (b)  Each  year  the  Board  of  Chicago State University
 8    shall offer 100% tuition discounts 50%  tuition  waivers  for
 9    undergraduate education at any campus under its governance to
10    the  children,  spouses,  and domestic partners of employees,
11    including  retired  employees,  of  an  Illinois  college  or
12    university who have been employed by any one or by more  than
13    one Illinois college or university for an aggregate period of
14    at  least  7 years. "Domestic partner" means 2 individuals of

 4    to  applicants  for  admission  generally  to  its respective

 6        (c)  Subject  to  the  provisions  and   limitations   of
 7    subsection  (b),  an  eligible applicant who has continued to
 8    maintain satisfactory academic progress toward graduation may
 9    have his or her full tuition discount partial tuition  waiver
10    renewed  until  the time as he or she has expended 4 years of
11    undergraduate full tuition discount  partial  tuition  waiver
12    benefits under this Section.
13        (d)  No  full  tuition  discount  partial  tuition waiver
14    offered or allocated to any eligible applicant in  accordance
15    with  the provisions of this Section shall be charged against
16    any tuition waiver limitation  established  by  the  Illinois
17    Board of Higher Education.
18        (e)  The  Board  shall prescribe rules and regulations as
19    are necessary to implement and administer the  provisions  of
20    this Section.

22        Section  20.   The  Eastern  Illinois  University  Law is
23    amended by changing Section 10-90 as follows:

24        (110 ILCS 665/10-90)
25        Sec.  10-90.  Full  tuition  discount   Partial   tuition
26    waivers.
27        (a)  As  used  in  this  Section,  "Illinois  college  or
28    university"  means  any  of the following:  the University of
29    Illinois,  Southern  Illinois   University,   Chicago   State
30    University,  Eastern  Illinois  University,  Governors  State
31    University,  Illinois State University, Northeastern Illinois
32    University,  Northern  Illinois   University,   and   Western

 2        (b)  Each  year  the Board of Eastern Illinois University
 3    shall offer 100% tuition discounts 50%  tuition  waivers  for
 4    undergraduate education at any campus under its governance to
 5    the  children,  spouses,  and domestic partners of employees,
 6    including  retired  employees,  of  an  Illinois  college  or
 7    university who have been employed by any one or by more  than
 8    one Illinois college or university for an aggregate period of
 9    at  least  7 years. "Domestic partner" means 2 individuals of
10    the  same  gender  who  (1)  live  together  in  a  long-term
11    relationship  of  indefinite  duration;  (2)   have   resided
12    together  at the same address for at least 12 months; (3) are
13    not related by blood to a  degree  of  closeness  that  would
14    prohibit  legal  marriage  in the state in which they legally

 1        (c)  Subject  to  the  provisions  and   limitations   of
 2    subsection  (b),  an  eligible applicant who has continued to

18    amended by changing Section 15-90 as follows:

23    university" means any of the following:   the  University  of

26    University, Illinois State University, Northeastern  Illinois
27    University,   Northern   Illinois   University,  and  Western
28    Illinois University.

 2    benefits under this Section.
 3        (d)  No  full  tuition  discount  partial  tuition waiver

 6    any tuition waiver limitation  established  by  the  Illinois
 7    Board of Higher Education.
 8        (e)  The  Board  shall prescribe rules and regulations as

12        Section 30.  The Illinois State University Law is amended
13    by changing Section 20-90 as follows:

14        (110 ILCS 675/20-90)
15        Sec.  20-90.    Full  tuition  discount  Partial  tuition
16    waivers.
17        (a)  As  used  in  this  Section,  "Illinois  college  or
18    university"  means  any  of the following:  the University of
19    Illinois,  Southern  Illinois   University,   Chicago   State
20    University,  Eastern  Illinois  University,  Governors  State
21    University,  Illinois State University, Northeastern Illinois
22    University,  Northern  Illinois   University,   and   Western
23    Illinois University.
24        (b)  Each  year  the  Board  of Illinois State University
25    shall offer 100% tuition discounts 50%  tuition  waivers  for
26    undergraduate education at any campus under its governance to
27    the  children,  spouses,  and domestic partners of employees,
28    including  retired  employees,  of  an  Illinois  college  or
29    university who have been employed by any one or by more  than
30    one Illinois college or university for an aggregate period of
31    at  least  7 years. "Domestic partner" means 2 individuals of

 7        Section  35.  The Northeastern Illinois University Law is
 8    amended by changing Section 25-90 as follows:

 9        (110 ILCS 680/25-90)
10        Sec.  25-90.    Full  tuition  discount  Partial  tuition
11    waivers.
12        (a)  As  used  in  this  Section,  "Illinois  college  or
13    university" means any of the following:   the  University  of
14    Illinois,   Southern   Illinois   University,  Chicago  State
15    University,  Eastern  Illinois  University,  Governors  State
16    University, Illinois State University, Northeastern  Illinois
17    University,   Northern   Illinois   University,  and  Western
18    Illinois University.
19        (b)  Each  year  the  Board  of   Northeastern   Illinois
20    University  shall  offer  100%  tuition discounts 50% tuition
21    waivers for undergraduate education at any campus  under  its
22    governance to the children, spouses, and domestic partners of
23    employees,   including  retired  employees,  of  an  Illinois
24    college or university who have been employed by any one or by
25    more than one Illinois college or university for an aggregate

24    have his or her full tuition discount partial tuition  waiver
25    renewed  until  the time as he or she has expended 4 years of
26    undergraduate full tuition discount  partial  tuition  waiver
27    benefits under this Section.

29    offered or allocated to any eligible applicant in  accordance
30    with  the provisions of this Section shall be charged against

 3        Section  40.   The  Northern  Illinois  University Law is
 4    amended by changing Section 30-90 as follows:

 5        (110 ILCS 685/30-90)
 6        Sec.  30-90.  Full  tuition  discount   Partial   tuition
 7    waivers.
 8        (a)  As  used  in  this  Section,  "Illinois  college  or
 9    university"  means  any  of the following:  the University of
10    Illinois,  Southern  Illinois   University,   Chicago   State
11    University,  Eastern  Illinois  University,  Governors  State
12    University,  Illinois State University, Northeastern Illinois
13    University,  Northern  Illinois   University,   and   Western
14    Illinois University.
15        (b)  Each  year the Board of Northern Illinois University
16    shall offer 100% tuition discounts 50%  tuition  waivers  for
17    undergraduate education at any campus under its governance to
18    the  children,  spouses,  and domestic partners of employees,
19    including  retired  employees,  of  an  Illinois  college  or
20    university who have been employed by any one or by more  than
21    one Illinois college or university for an aggregate period of
22    at  least  7 years. "Domestic partner" means 2 individuals of
23    the  same  gender  who  (1)  live  together  in  a  long-term
24    relationship  of  indefinite  duration;  (2)   have   resided
25    together  at the same address for at least 12 months; (3) are
26    not related by blood to a  degree  of  closeness  that  would
27    prohibit  legal  marriage  in the state in which they legally
28    reside; (4) are not married to any other person; and (5) have
29    an exclusive mutual commitment in  which  they  agree  to  be
30    jointly  responsible  for  each other's common welfare and to
31    share  financial  obligations.  "Retired  employee"  means  a
32    person  receiving  a  retirement  or  disability   retirement

 1    annuity  under  the Illinois Pension Code based on at least 7
 2    years of service with one or more than one  Illinois  college
 3    or  university,  including  a person who already is receiving
 4    such an annuity on the effective date of this amendatory  Act
 5    of the 93rd General Assembly.
 6        To be eligible to receive a full tuition discount partial
 7    tuition  waiver,  the  person  child  of  an  employee  of an
 8    Illinois college or university (i) if a child, must be  under
 9    the age of 25 at the commencement of the academic year during
10    which  the full tuition discount partial tuition waiver is to
11    be effective, and (ii) must qualify for admission to Northern
12    Illinois University under the same  admissions  requirements,
13    standards  and  policies  which  Northern Illinois University
14    applies  to  applicants  for  admission  generally   to   its
15    respective undergraduate colleges and programs.
16        (c)  Subject   to   the  provisions  and  limitations  of
17    subsection (b), an eligible applicant who  has  continued  to
18    maintain satisfactory academic progress toward graduation may
19    have  his or her full tuition discount partial tuition waiver
20    renewed until the time as he or she has expended 4  years  of
21    undergraduate  full  tuition  discount partial tuition waiver
22    benefits under this Section.
23        (d)  No full  tuition  discount  partial  tuition  waiver
24    offered  or allocated to any eligible applicant in accordance
25    with the provisions of this Section shall be charged  against
26    any  tuition  waiver  limitation  established by the Illinois
27    Board of Higher Education.
28        (e)  The Board shall prescribe rules and  regulations  as
29    are  necessary  to implement and administer the provisions of
30    this Section.

32        Section 45.   The  Western  Illinois  University  Law  is
33    amended by changing Section 35-90 as follows:

 2        Sec.   35-90.  Full   tuition  discount  Partial  tuition
 3    waivers.
 4        (a)  As  used  in  this  Section,  "Illinois  college  or
 5    university" means any of the following:   the  University  of
 6    Illinois,   Southern   Illinois   University,  Chicago  State
 7    University,  Eastern  Illinois  University,  Governors  State
 8    University, Illinois State University, Northeastern  Illinois
 9    University,   Northern   Illinois   University,  and  Western
10    Illinois University.
11        (b)  Each year the Board of Western  Illinois  University
12    shall  offer  100%  tuition discounts 50% tuition waivers for
13    undergraduate education at any campus under its governance to
14    the children, spouses, and domestic  partners  of  employees,
15    including  retired  employees,  of  an  Illinois  college  or
16    university  who have been employed by any one or by more than
17    one Illinois college or university for an aggregate period of
18    at least 7 years. "Domestic partner" means 2  individuals  of
19    the  same  gender  who  (1)  live  together  in  a  long-term

20    any tuition waiver limitation  established  by  the  Illinois
21    Board of Higher Education.
22        (e)  The  Board  shall prescribe rules and regulations as
23    are necessary to implement and administer the  provisions  of
24    this Section.

26        Section  99.  Effective date.  This Act takes effect upon
