 1        AN ACT concerning State finance.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  State  Finance Act is amended by adding
 5    Sections 5.595 and 6z-59 as follows:

 6        (30 ILCS 105/5.595 new)
 7        Sec. 5.595.  The Community  Services,  Disabilities,  and
 8    Mental Health Fund.

 9        (30 ILCS 105/6z-59 new)
10        Sec. 6z-59.  Community Services, Disabilities, and Mental
11    Health Fund.
12        (a)  The  Community  Services,  Disabilities,  and Mental
13    Health Fund is hereby created as a special fund in the  State
14    treasury.
15        (b)  On  and  after the effective date of this amendatory
16    Act of the 93rd General Assembly, all moneys received by  the
17    Department   of   Human   Services   as   federal   financial
18    participation  funds  shall  be  deposited into the Community
19    Services, Disabilities, and Mental Health Fund.
20        Subject to appropriation, moneys in  the  Fund  shall  be
21    used  to  fund  only  those  programs  that  generate federal
22    financial participation funds.

23        Section 99. Effective date. This Act  takes  effect  upon
24    becoming law.
