 1        AN ACT concerning direct care staff.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   5.    The   Mental   Health  and  Developmental
 5    Disabilities Administrative Act is amended by adding  Section
 6    15.5 as follows:

 7        (20 ILCS 1705/15.5 new)
 8        Sec.  15.5.  Standards  of  payment.   The  Department of
 9    Human Services shall develop standards of payment  of  direct
10    care  staff  for  individuals with developmental disabilities
11    that shall provide for an increase in wages of 50  cents  per
12    hour  for  direct  care  staff  with  less  than  2  years of
13    experience and $1 per hour for direct care staff with 2 years
14    of experience or more employed on the effective date of  this
15    amendatory Act of the 93rd General Assembly.
16        Each   facility   providing  care  for  individuals  with
17    developmental disabilities must provide for  an  increase  in
18    wages  paid  to  direct  care  staff  as provided for in this
19    Section.

20        Section 99. Effective date.  This  Act  takes  effect  on
21    July 1, 2003.
