   Local Government Taxpayer's Relief Act.

Section 5. Legislative findings. The General Assembly
finds that taxpayers who finance the operations of local

filed by plaintiffs where the plaintiffs' revenues are also
subsidized by local governments through taxpayer-funded
contracts. The purpose of this Act is to terminate public
funds from being used to finance lawsuits against the
taxpayer. Suits against local government as must be
   financed without taxpayer funds.

"Person" means an individual, corporation, vendor,
business trust, partnership, association, or any other
business entity, and includes representatives and agents of
   that person.

Section 15. Prohibited contracts. No person may bid,
transact, continue to perform, or have any interest in a
contract or agreement let or issued by a unit of local
government or school district if that person has filed a
civil lawsuit naming that unit of local government or school
district as a defendant unless approved by the executive and
a majority of the legislative branch of the unit of local
   government.
