 1        AN ACT in relation to correctional facilities.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Capital Development Board Act is amended
 5    by adding Section 17 as follows:

 6        (20 ILCS 3105/17 new)
 7        Sec.  17.   Correctional   facilities;   apprentice   and
 8    training   level  positions.  The  Board  shall  adopt  rules
 9    requiring all bidders to certify that at  least  10%  of  the
10    persons   involved   in   the  construction  of  correctional
11    facilities will hold apprentice or training level  positions.
12    The   Board  shall  further  adopt  rules  imposing  monetary
13    sanctions for each day  of  construction  that  a  contractor
14    fails to meet the 10% minimum.
