 1        AN ACT in regard to vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    changing Section 3-402.3 as follows:

 6        (625 ILCS 5/3-402.3) (from Ch. 95 1/2, par. 3-402.3)
 7        Sec.   3-402.3.   Relation  to  other  State  laws.   The
 8    provisions of Section 3-402.1  constitutes  shall  constitute
 9    complete  authority  for  the registration of vehicles upon a
10    proportional  registration  basis  without  reference  to  or
11    application of any other statutes of this State.
