 1        AN ACT concerning compensation.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5. The Compensation  Review  Act  is  amended  by
 5    adding Section 5.6 as follows:

 6        (25 ILCS 120/5.6 new)
 7        Sec. 5.6. Temporary reduction for certain officers.
 8        (a)  The  rate  of  annual  compensation  of each elected
 9    executive branch officer, each appointed  State  official  at
10    the  director  and assistant director levels, and each member
11    of the General Assembly during the 2 years of his or her term
12    of office that begin in January of 2004 and end in January of
13    2006 shall be at a rate 2%  less  than  the  rate  of  annual
14    compensation in effect for the office on December 15, 2003.
15        (b)  For  those  2  years  in  office  during  which  the
16    compensation   of   an   elected  executive  branch  officer,
17    appointed official at  the  director  or  assistant  director
18    level,  and  General  Assembly  member  is  governed  by this
19    Section, the compensation of the officer, official, or member
20    shall be determined solely as provided in  this  Section  and
21    shall  not  be  increased  by  any cost-of-living adjustment,
22    automatic or otherwise.
23        (c)  This  Section  applies  notwithstanding  any   other
24    provision of this or any other Act, any recommendation of the
25    Compensation  Review  Board, or any resolution of the General
26    Assembly or the Senate or House of Representatives.

27        Section 99. Effective date. This Act  takes  effect  upon
28    becoming law.
