SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new
ILCON Art. V, Sec. 2

    Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator for more than three terms or the office of State Representative for more than five terms, and that service in the General Assembly before the second Wednesday in January of 2021 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to any Executive Branch office, or any combination of Executive Branch offices, for more than 2 terms, and that service in an Executive Branch office before the second Monday in January of 2023 shall not be considered in the calculation of a person's service.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 2.5 to Article IV
9and amend Section 2 of Article V of the Illinois Constitution
10as follows:

THE LEGISLATURE

13    (ILCON Art. IV, Sec. 2.5 new)
14SECTION 2.5. TERM LIMITS.
15    A person may not be elected to the office of State Senator
16for more than three terms or the office of State Representative
17for more than five terms. Service before the second Wednesday
18in January of 2021 shall not be considered in the calculation
19of a person's service.

THE EXECUTIVE

2SECTION 2. TERMS
3    These elected officers of the Executive Branch shall hold
4office for four years beginning on the second Monday of January
5after their election and, except in the case of the Lieutenant
6Governor, until their successors are qualified. They shall be
7elected at the general election in 1978 and every four years
8thereafter. A person may not be elected to any Executive Branch
9office, or any combination of Executive Branch offices, for
10more than two terms. Service before the second Monday in
11January of 2023 shall not be considered in the calculation of a
12person's service.

SCHEDULE
15    This Constitutional Amendment takes effect upon being
16declared adopted in accordance with Section 7 of the Illinois
17Constitutional Amendment Act.
