SENATE JOINT RESOLUTION NO. 41

 
2    WHEREAS, The State has a vested interest in maximizing the
3number of students who complete credit-bearing certificate
4programs and two-year or four-year degree programs and enter
5into high-skill, high-wage occupations; and
 
6    WHEREAS, 46% of Illinois high school graduates who enroll
7in community college are placed into developmental coursework
8in at least one subject; and
 
9    WHEREAS, Inconsistent and inadequate approaches to
10placement have resulted in too many students being placed into
11developmental education who could succeed in college-level
12coursework; and
 
13    WHEREAS, The traditional developmental education model
14costs students time, money, and financial aid; and
 
15    WHEREAS, Developmental education does not count as college
16credit and can be a barrier to retention, persistence,
17transfer, and certificate or degree completion, particularly
18for Black, Latino, first generation, and low-income students;
19and
 
20    WHEREAS, There are instructional models of developmental

1education that have demonstrated improvement in college-level
2course completion compared to traditional models, including
3but not limited to corequisite remediation, accelerated
4coursework, emporium models, and Preparatory Mathematics for
5General Education (PMGE); and
 
6    WHEREAS, Colleges and universities have invested
7significant time, resources, and money into these different
8developmental education models; and
 
9    WHEREAS, The legislature has made significant investments
10to improve college preparedness; and
 
11    WHEREAS, The Illinois Council of Community College
12Presidents, the Illinois Chief Academic Officers, the Illinois
13Chief Student Services Officers, and the Illinois Math
14Association of Community Colleges have already agreed upon a
15common, multiple measures framework for placement that is
16currently being implemented; and
 
17    WHEREAS, To ensure all models of developmental education
18are maximizing students' likelihood of success, the State must
19inventory and evaluate all developmental education
20instructional models offered in the State; and
 
21    WHEREAS, The Illinois Community College Board and Illinois

1Board of Higher Education are well positioned to improve
2placement practices and fully scale developmental education
3reforms across all State public institutions; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
6CONCURRING HEREIN, that the Illinois Community College Board
7and the Illinois Board of Higher Education shall establish a
8joint advisory council to provide a benchmarking report to the
9General Assembly on or before April 1, 2020, that shall
10include:
11        (1) An inventory of all instructional models and
12    developmental course sequences employed by Illinois'
13    public colleges and universities for students placed into
14    developmental education or otherwise determined to need
15    additional skills development in math or English;
16        (2) An analysis of all instructional models employed by
17    Illinois' public colleges and universities for students
18    placed into developmental education or otherwise
19    determined to need additional skills development in math or
20    English, including, at a minimum, the number and percentage
21    of students completing gateway courses within their first
22    two semesters under each model; and
23        (3) An inventory and analysis of developmental
24    education placement practices and policies (including cut
25    off scores) employed at all public colleges and

1    universities in the State; and be it further
 
2    RESOLVED, That on or before July 1, 2020, the advisory
3council must deliver to the Illinois Community College Board,
4the Illinois Board of Higher Education, and the General
5Assembly, a detailed plan for scaling developmental education
6reforms, such that institutions improve developmental
7education placement measures and such that, within a timeframe
8to be set by the advisory council, all students who are placed
9in developmental education are enrolled in a developmental
10education model that is proven to maximize their likelihood of
11completing a college-level course within their first two
12academic semesters; and be it further
 
13    RESOLVED, That for the purposes of this resolution,
14"improved placement measures" is defined as measures that give
15greater opportunities to enroll directly into college-level
16classes, reducing the overall percent of students placed into
17developmental education, preferably through decreased reliance
18on high-stakes tests and increased use of high school GPA as a
19determining measure; and be it further
 
20    RESOLVED, The implementation plan should include specific
21benchmarks and an estimate of funding required to meet
22established benchmarks that institutions must meet to stay on
23track to full-scale implementation on the timeframe set by the

1advisory council; and be it further
 
2    RESOLVED, That the advisory council should include similar
3representation from two-year and four-year institutions and,
4at a minimum, include the following:
5        (1) The Executive Director of the Illinois Community
6    College Board or his or her designee, who shall act as
7    co-chair;
8        (2) The Executive Director of the Illinois Board of
9    Higher Education or his or her designee, who shall act as
10    co-chair;
11        (3) One member appointed by the Governor, who shall act
12    as co-chair;
13        (4) One member from the Illinois Senate appointed by
14    the President of the Senate, who shall act as co-chair;
15        (5) One member from the Illinois House of
16    Representatives appointed by the Speaker of the House, who
17    shall act as co-chair;
18        (6) One member from the Illinois Senate appointed by
19    the Senate Minority Leader;
20        (7) One member from the Illinois House of
21    Representatives appointed by the House Minority Leader;
22        (8) Two public university employees appointed by the
23    Illinois Board of Higher Education Academic Leadership
24    group;
25        (9) One member who represents an organization that

1    advocates on behalf of public university employees
2    appointed by the Executive Director of the Illinois Board
3    of Higher Education;
4        (10) One member who represents an organization that
5    advocates on behalf of community college employees at City
6    Colleges of Chicago appointed by the Executive Director of
7    the Illinois Community College Board;
8        (11) One member who represents an organization that
9    advocates on behalf of community college employees at a
10    suburban Chicago community college appointed by the
11    Illinois Community College Board;
12        (12) One member who represents an organization that
13    advocates on behalf of community college employees in
14    downstate community colleges appointed by the Illinois
15    Community College Board;
16        (13) One member representing a higher education
17    advocacy organization focused on closing equity gaps in
18    college completion from low-income and first generation
19    college students and students of color appointed by the
20    President of the Senate;
21        (14) One member representing a statewide advocacy
22    organization focused on improving educational and
23    employment opportunities for women and adults appointed by
24    the Speaker of the House;
25        (15) One member who represents a statewide
26    organization that advocates on behalf of Community College

1    Presidents appointed by the Illinois Community College
2    Board;
3        (16) One member who represents public university
4    presidents appointed by the Illinois Board of Higher
5    Education;
6        (17) One member who represents a statewide
7    organization that advocates on behalf of Community College
8    Chief Academic Officers appointed by the Illinois
9    Community College Board;
10        (18) One member who represents a statewide
11    organization that advocates on behalf of Illinois
12    Community College Student Services Officers appointed by
13    the Illinois Community College Board;
14        (19) One member who represents public university
15    student services administrators appointed by the Illinois
16    Board of Higher Education;
17        (20) One member who represents Illinois public
18    university provosts appointed by the Illinois Board of
19    Higher Education;
20        (21) One member who represents a statewide
21    organization that advocates on behalf of Community College
22    Trustees appointed by the Illinois Community College
23    Board; and
24        (22) One member who represents public university
25    trustees appointed by the Illinois Board of Higher
26    Education; and be it further

1    RESOLVED, That, of the appointed community college and
2university employees, at least one must be an English faculty
3member participating in the Illinois Articulation Initiative
4and one must be a member of the Illinois Mathematics
5Association of Community Colleges (IMACC); and be it further
 
6    RESOLVED, That the chairs of the advisory council shall be
7responsible for scheduling meetings, setting meeting agendas,
8ensuring the development and delivery of the final report and
9implementation plan, and other administrative tasks, in
10consultation with advisory council members; and be it further
 
11    RESOLVED, The Council shall produce a final report by
12January 1, 2021 and upon the filing of this report is
13dissolved; the report should include, at a minimum, an update
14on the implementation of corequisite remediation and
15alternative evidence-based developmental education models at
16every college and university, and include data on enrollment
17and throughput, defined as the percent of students initially
18enrolled who have progressed through gateway-level courses, by
19institution and disaggregated by race, ethnicity, gender, and
20Pell status; and be it further
 
21    RESOLVED, That suitable copies of this resolution be
22delivered to the Illinois Community College Board and the
