SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1-18 new

    Amends the Election Code. Provides that by January 31 of each year, each election authority shall submit a form with specified information to the State Board of Elections. Provides that the Board, in coordination with advocacy groups, shall develop the form an election authority shall use to submit the specified information. Provides that the Board shall provide a way for an election authority to submit the form online, by mail, or by facsimile. Provides that the Board shall make the information collected available to the public on request. Provides that the information submitted by an election authority to the State Board of Elections shall include any testing documents used to certify poll workers, the number of early voting sites, and the location and hours of operation for each early voting site.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
51-18 as follows:
 
6    (10 ILCS 5/1-18 new)
7    Sec. 1-18. Election authorities; annual submission to
8State Board of Elections. By January 31 of each year, each
9election authority shall submit a form with the following
10information to the State Board of Elections:
11        (1) the methods the jurisdiction uses for outreach to
12    populations who may have difficulty voting or accessing
13    polling places;
14        (2) the training materials for poll workers,
15    including, but not limited to, any testing documents used
16    to certify poll workers;
17        (3) the methods the jurisdiction engages in to recruit
18    poll workers, the jurisdiction's number of poll workers,
19    and the compensation levels for poll workers; and
20        (4) the communication plan for early voting procedures
21    and sites, the number of early voting sites, and the
22    location and hours of operation for each early voting site.
