HOUSE RESOLUTION

 
2    WHEREAS, Sherwin Swartz was born in Chicago in 1929; he was
3raised by a hardworking family and attended college at
4Roosevelt University; and
 
5    WHEREAS, In 1953, Sherwin Swartz joined the Independent
6Voters of Illinois (IVI); after more than two decades with IVI,
7he became a key Chicago-area figure and mentor to Illinois
8political volunteers and shared his knowledge of the basic
9technology of day-to-day political organizing and door-to-door
10campaigning; and
 
11    WHEREAS, An expert on the implementation of election law,
12Sherwin Swartz moved from Chicago to Springfield and became a
13valuable member of the Illinois House Republican staff in 1978;
14as a worker in the Illinois General Assembly for more than a
15decade, he counseled staff and members on both sides of the
16aisle on key points of Illinois election law and politics; and
 
17    WHEREAS, Sherwin Swartz did not confine his Illinois
18General Assembly work to election law; he was on hand at a
19staff level during a crisis moment in the history of the
20Chicago White Sox in June 1988, when the organization was
21considering transferring its operations to the greater Tampa
22Bay area because of the age of the baseball club's old Comiskey

1Park; and
 
2    WHEREAS, During the final moments before midnight on June
330, 1988, Sherwin Swartz worked with members of the Illinois
4House to enact legislation to enable the development of a
5publicly-financed stadium and public arena on Chicago's South
6Side, the facility that is presently called Guaranteed Rate
7Field; this enabled the White Sox to remain in Chicago; and
 
8    WHEREAS, In the years since 1988, Sherwin Swartz has
9transferred his allegiance from the White Sox to the St. Louis
10Cardinals, partly because the Cardinals play against the
11Chicago Cubs more often and can beat them more times; and
 
12    WHEREAS, After his retirement in December 1991, Sherwin
13Swartz has continued to counsel and guide Illinois House
14Republican members and staff; and
 
15    WHEREAS, As time passes, we in the Illinois General
16Assembly are increasingly aware of the importance of keeping in
17mind the story of World War II and the unspeakable Holocaust,
18and we are grateful for the chance to talk to people who saw
19these things happening so that we can build a legacy to try to
20prevent them from happening again; and
 
21    WHEREAS, Sherwin Swartz will celebrate his 90th birthday

1soon; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we congratulate Sherwin Swartz on his long service to the
5Illinois General Assembly and on the occasion of his upcoming
690th birthday; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to Sherwin Swartz as an expression of our esteem and
9respect.
