1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-651 as follows:
 
6    (625 ILCS 5/3-651)
7    Sec. 3-651. U.S. Marine Corps license plates.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and applications
10made in the form prescribed by the Secretary of State, may
11issue special registration plates designated as U.S. Marine
12Corps license plates to residents of Illinois who meet
13eligibility requirements prescribed by the Secretary of State.
14The special plate issued under this Section shall be affixed
15only to passenger vehicles of the first division, motorcycles,
16motor vehicles of the second division weighing not more than
178,000 pounds, and recreational vehicles as defined by Section
181-169 of this Code. Plates issued under this Section shall
19expire according to the staggered multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design, color, and format of the plates shall be
22wholly within the discretion of the Secretary of State, except
23that the U.S. Marine Corps emblem shall appear on the plates.

1The Secretary may, in his or her discretion, allow the plates
2to be issued as vanity or personalized plates in accordance
3with Section 3-405.1 of this Code. The plates are not required
4to designate "Land Of Lincoln", as prescribed in subsection (b)
5of Section 3-412 of this Code. The Secretary shall prescribe
6the eligibility requirements and, in his or her discretion,
7shall approve and prescribe stickers or decals as provided
8under Section 3-412.
9    (c) An applicant shall be charged a $5 fee for original
10issuance in addition to the applicable registration fee. This
11additional fee shall be deposited into the Marine Corps
12Scholarship Fund. For each registration renewal period, an $18
13fee, in addition to the appropriate registration fee, shall be
14charged. This additional fee shall be deposited into the Marine
15Corps Scholarship Fund.
16    (d) The Marine Corps Scholarship Fund is created as a
17special fund in the State treasury. All moneys in the Marine
18Corps Scholarship Fund shall, subject to appropriation by the
19General Assembly and distribution by the Secretary, be used by
20the Marine Corps Coordinating Council of Illinois, Inc.
21Scholarship Foundation, Inc., a recognized charitable
22organization that meets the requirements of Title 26, Section
23501(c)(3) of the United States Code, to provide grants for
24scholarships for higher education. The scholarship recipients
25must be the children of current or former members of the United
26States Marine Corps who meet the academic, financial, and other

1requirements established by the Marine Corps Scholarship
2Foundation. In addition, the recipients must be Illinois
3residents and must attend a college or university located
4within the State of Illinois.
5    (e) In addition, the Marine Corps Coordinating Council of
6Illinois is authorized to provide grants to the Marine Corps
7Scholarship Foundation, the Young Marine National Foundation,
8the Women Marines Association, and to any local chapter of the
9Marine Corps League that is located in Illinois. Any grant
10money paid from the Marine Corps Scholarship Fund shall be used
11for scholarships for undergraduate, graduate, and career and
12technical education and certification, financial assistance,
13or monetary awards to veterans or veterans' families that are
14located within the State of Illinois.

17    Section 99. Effective date. This Act takes effect July 1,
182019.
