Synopsis As Introduced
Amends the School Code. With respect to the self-administration of medication, provides that in the case of an asthma inhaler, the parents or guardians of the pupil may provide a written statement to the school from the parents or guardians containing specified information concerning the medication, along with the prescription label (instead of requiring the statement to be from the pupil's physician, physician assistant, or advanced practice registered nurse). Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the School Code with respect to the self-administration of medication. Makes a change to the definition of "self-administration". Requires the parents or guardians of a pupil to provide to the school (i) the prescription label (instead of requiring the parents or guardians of the pupil to provide to the school a written statement from the pupil's health care provider containing specified information) or (ii) for use of an epinephrine auto-injector, a written statement from the pupil's health care provider containing the specified information or containing a prescription label containing the specified information, along with a written statement from the parents or guardians containing the specified information. Provides that in the event that the pupil's health care provider determines that it is inappropriate for the pupil to self-administer his or her asthma inhaler, those instructions must be included in the prescribing information provided to the school. Effective immediately.

House Floor Amendment No. 2
Deletes everything after the enacting clause. Amends the School Code with respect to the self-administration of medication. Makes a change to the definition of "self-administration". Provides for written authorization from a pupil's health care provider for the use of an epinephrine auto-injector (now, the authorization is from the pupil's parents or guardians). Requires the parents or guardians of a pupil to provide to the school (i) the prescription label (instead of requiring the parents or guardians of the pupil to provide to the school a written statement from the pupil's health care provider containing specified information) or (ii) for use of an epinephrine auto-injector, a written statement from the pupil's health care provider containing the specified information. Provides that in the event that the pupil's health care provider determines that it is inappropriate for the pupil to self-administer his or her asthma inhaler, those instructions must be included in the prescribing information provided to the school. Provides for school immunity regardless of whether authorization was given by the pupil's parents or guardians or by the pupil's health care provider. Effective immediately.

Senate Floor Amendment No. 1
Removes the amendatory language that provides that in the event that the pupil's health care provider determines that it is inappropriate for the pupil to self-administer his or her asthma inhaler, those instructions must be included in the prescribing information provided to the school.
