Synopsis As Introduced
Creates the Home Repair and Construction Task Force Act. Establishes the Home Repair and Construction Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall: (1) discuss whether the residents of Illinois would benefit from legislation requiring home repair and construction service providers to obtain a license from the Department of Financial and Professional Regulation before offering theses services in Illinois; (2) if it is determined that licensure is required, determine the requirements applicants must meet to qualify for a license, grounds for denial or revocation of a license, and any other considerations relevant to a licensing requirement; and (3) make recommendations to the General Assembly. Provides that the Task Force shall summarize its findings and recommendations in a report to the General Assembly no later than November 1, 2015. Repeals the Act on January 1, 2016. Effective immediately.

House Committee Amendment No. 2
Replaces everything after the enacting clause with the introduced bill and makes changes to certain provisions regarding the members that shall be appointed to the Home Repair and Construction Task Force. Deletes provisions regarding the voting rights of the members of the Task Force and the procedural requirements of the voting process and deletes provisions regarding the Task Force's right to receive the assistance of legislative staff.

Adds reference to:
New Act

Replaces everything after the enacting clause with the engrossed bill with the following changes: provides that the Home Repair and Construction Task Force shall consist of 3 members (rather than 2 members) representing the home builder industry appointed by the head of an association representing the interests of the home builder industry, 2 members (rather than one member) representing unions with members in the home repair and construction industries appointed by the heads of those unions, and one member representing Illinois building officials appointed by the head of a statewide association representing the interests of Illinois building officials; further provides that the Task Force may consult with experts (rather than employ skilled experts with the approval of the chairperson). Effective immediately.

Senate Floor Amendment No. 3
Provides that certain members of the Home Repair and Construction Task Force representing consumer and industry interests shall be appointed by the Attorney General (rather than the heads of their respective interest groups) and that the Task Force shall consist of 3 (rather than 2) members representing unions with members in the home repair and construction industries.
