Synopsis As Introduced
Creates the Movable Soccer Goal Safety Act. Provides that a person, in setting up a movable soccer goal for use, must follow all applicable guidelines for anchoring, securing, and counterweighting the movable soccer goal that are set forth in "Guidelines for Movable Soccer Goal Safety", published by the U.S. Consumer Product Safety Commission. Provides that a violation of the Act is a petty offense for which a fine not to exceed $500 may be imposed.

House Committee Amendment No. 1
Replaces everything after the enacting clause and reinserts the introduced provisions with the following changes. Expands the scope of the Act to apply to any individual, business organization, park district, school, sporting club, or community center that owns or controls a moveable soccer goal. Requires any person who sets up, moves, or stores a moveable soccer goal (rather than any person who sets up a moveable soccer goal) to follow applicable guidelines as set forth in the "Guidelines for Moveable Soccer Goal Safety" published by the U.S. Consumer Product Safety Commission. Provides that beginning on the effective date of this Act no commercial dealer, manufacturer, importer, distributor, wholesaler, or retailer may manufacture, re-manufacture, retrofit, distribute, sell at wholesale or retail, contract to sell or resell, lease, or sublet, or otherwise place in the stream of commerce a moveable soccer goal that is not tip-resistant. Requires moveable soccer goals with specified measurements to comply with applicable ASTM standards.
