Synopsis As Introduced
Amends the Personnel Code. Defines "State agency" and "State employee". Makes changes concerning the membership of the Interagency Committee on Employees with Disabilities. Provides the purposes and functions of the Committee. Effective immediately.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes: defines "State agency" as all officers, boards, commissions, and agencies created by the Constitution in the executive branch (currently, in the executive, legislative, or judicial branch, but other than the circuit court).

Replaces everything after the enacting clause. Creates the Abraham Lincoln Presidential Library and Museum Act. Creates the Abraham Lincoln Presidential Library and Museum as a State agency separate from the Historic Preservation Agency. Provides for the operations of the Abraham Lincoln Presidential Library and Museum including the appointment of its board and officers. Provides for the transfer of the Illinois State Museum from the Department of Natural Resources to the Historic Preservation Agency. Makes corresponding changes to several other Acts. Effective immediately.

 Pension Note, House Floor Amendment No. 1 (Government Forecasting & Accountability)
 This bill will not impact any public pension fund or retirement system in Illinois.

 Fiscal Note, House Floor Amendment No. 1 (Illinois Historic Preservation Agency)
 The cost to fund the Illinois Historic Preservation Agency for FY16 is estimated at $6.6 million General Revenue Fund, $1.65 million Tourism Promotion Funds and $4.6 million Illinois Historic Sites Fund for a grand total of $12.85 million. It is being assumed that the approximate $6.3 million in operational costs associated with the Illinois State Museum would come from appropriations originally earmarked for the Department of Natural Resources. Total cost of amendment would be $20,983,000.
