Amends the Property Tax Code. Makes a technical change in a Section concerning the creation of the Property Tax Appeal Board.

Deletes everything after the enacting clause. Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Defines "State tax credit" to be the amount calculable under the Internal Revenue Code as that credit that would have been computed and allowed on December 31, 2001 for persons dying on or before December 31, 2009 and the credit allowable under Section 2011 or Section 2604 of the Internal Revenue Code for persons dying thereafter. Provides that the applicable exclusion amount, however, is equal to the current amount in the Internal Revenue Code for persons dying on or after January 1, 2003 and through December 31, 2005, and $2,000,000 for persons dying thereafter and through December 31, 2009. Provides that persons dying after December 31, 2005 who do not have to file a federal return but who do have to file an Illinois return shall file with the Attorney General schedules of assets as required by the Attorney General. Makes other changes. Effective immediately.
