Synopsis As Introduced
Amends the School Code. Lowers the compulsory school age from 7 years to 5 years; makes a related change. Requires all school districts to establish kindergarten for the instruction of children who are 5 years of age or older. Effective July 1, 2013.

Senate Floor Amendment No. 1
Adds reference to:
105 ILCS 5/34-18.27a new

In the provision mandating the establishment of kindergarten, removes a reference to the Chicago school district. Requires kindergarten for the instruction of children who are 5 years of age on or before September 1 (instead of who are 5 years of age or older); makes a related change. Beginning with the 2013-2014 school year, requires the Chicago Board of Education to establish kindergarten for the instruction of children who are 5 years of age on or before September 1. Provides that the Board may elect to establish either full-day or half-day attendance for kindergarten.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Reinserts the contents of the bill as introduced with the following changes. Changes the compulsory school age from 5 years to 6 years. In the provision mandating the establishment of kindergarten, removes a reference to the Chicago school district. Requires kindergarten for the instruction of children who are 6 years of age on or before September 1 (instead of who are 5 years of age or older); makes a related change. Beginning with the 2013-2014 school year, requires the Chicago Board of Education to establish kindergarten for the instruction of children who are 6 years of age on or before September 1. Provides that the Board may elect to establish either full-day or half-day attendance for kindergarten. Changes the effective date from July 1, 2013 to July 1, 2014.

 Fiscal Note (State Board of Elections)
 The Illinois State Board of Education is unable to determine the potential fiscal impact on local school districts that may be caused by additional staff, facilities, or resources. That determination would come on a district by district basis.
