Synopsis As Introduced
Amends the Counties Code. Provides that DuPage County shall not adopt any fee schedule regarding management and mitigation of the effects of urbanization on stormwater drainage unless (i) a referendum has been passed approving a stormwater tax; or (ii) the question of the adoption of a fee schedule with the same limit as the authorized stormwater tax has been approved in a referendum by a majority of those voting on the question. Further provides that an annual stormwater tax in DuPage County shall not be levied until the question of its adoption has been submitted to the electors and approved by a majority of the electors. Effective immediately.

House Committee Amendment No. 1
Provides that a fee schedule shall not be adopted unless (i) in Peoria County (currently, no county specified), a referendum has been passed approving a stormwater tax or (ii) in Peoria or DuPage Counties (currently, no counties specified), a voter referendum has passed authorizing the fee schedule. Restores reference to Peoria County in a paragraph that requires voter approval before levy of a stormwater management tax.

Adds reference to:
50 ILCS 725/8

Replaces everything after the enacting clause. Amends the Uniform Peace Officers' Disciplinary Act. Reenacts a provision concerning the Commission on Police Professionalism. Extends the repeal of this provision until October 1, 2016, with the Commission submitting its report on or before September 30, 2016. Changes a reference from the Commission on Policing Standards and Professionalism to the Commission on Police Professionalism. Effective immediately.
