Synopsis As Introduced
Amends the Public Utilities Act. In provisions concerning net metering, makes changes concerning devices used to measure the flow of electricity; the methods for measuring and charging or crediting for the net electricity supplied; and the rates charged to net metering customers. Effective immediately.

Further amends the Public Utilities Act. Adds a provision that relates to energy efficiency procurement. Provides that each Illinois utility procuring power that meets certain criteria may be required to provide an assessment of cost-effective energy efficiency programs or measures and that assessment shall include an identification of new or expanded cost-effective energy efficient programs or measures that are incremental to those in energy efficiency and demand-response plans approved by the Commission and that would be offered to all retail customers whose electric service has not been declared competitive and who are eligible to purchase power and energy from the utility under fixed-price bundled service tariffs, regardless of whether such customers actually do purchase such power and energy from the utility. Provides that the assessment shall also include, for each expanded or new program, the estimated amount that the program may reduce the agency's need to procure supply. Provides that procurement plans prepared under a certain provision of the Act shall include the requirement that an electric utility shall recover its costs related to the implementation of energy efficiency programs and measures approved by the Commission in its order approving the procurement plan, including, but not limited to, all costs associated with complying with the provision and all start-up and administrative costs and the costs for any evaluation, measurement, and verification of the measures, from all retail customers whose electric service has not been declared competitive a certain provision of the Act and who are eligible to purchase power and energy from the utility under fixed-price bundled service tariffs, regardless of whether such customers actually do purchase such power and energy from the utility. Removes language concerning the estimated costs to acquire an additional energy efficiency measure.
